Summary This position is located in the Department of Housing and Urban Development, Office of Field Policy and Management. The College Graduates Program affords developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. College graduates are appointed to career or career-conditional permanent positions in the competitive service. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Program Analyst, you will: Represent the RA/DRA/FOD in communication and liaison activities with HUD clients, HUD program officials, local leaders, state legislators, representatives of industry, foundations, universities, public and private interest groups and the media. Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. Research, analyze, evaluate, and report on system-generated data, narrative information, and statistical data, proposes solutions, and develops input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like. Serve as the central point of contact for consumer and industry groups. Manage and complete special and recurring projects under the cognizance of other Regional or Field organizations. Requirements Conditions of Employment To be eligible, you must have within the previous two years, received a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a) no later than 2 years from date of application or will graduate no later than 9 months from the date of application. Veterans who have completed a degree and have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility period begins on the date of discharge or release from the uniformed service. The intervening period of uniformed service must have prevented applying within the standard two-year period after completing a degree. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation. Individuals in the Reserve Officers Training Corps (ROTC) who have a four-year service obligation after graduation are eligible to apply within two years of completing the four-year service obligation. You MUST submit documentation outlining your service obligation. The official duty station for this position will be in Atlanta, Georgia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. Qualifications You must meet eligibility and qualification requirements no later than 9 months from the date of application. However, the education and qualifications must be completed successfully before an applicant may be appointed. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: Using computer software, applications, and social media to research, and prepare data driven analysis of practices and proposals (e.g., evaluation of system-generated data, scenario planning) OR Education: You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify. For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes: Representing an organization to the general public. (e.g., Including community outreach activities) OR Education: You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. This is creditable providing the combination total percentage equals 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
