Team (Project) Introduction

HBA (Heuristic Behavior Analytics) is a significant part of VAs overall defensive security strategy. The project will provide a tool and sensor baseline to support continual heuristic analysis of behaviors to identify anomalies by defining normal baselines of behavior and traffic patterns. HBA will also provide comprehensive visibility into data and traffic throughout the network. Successful implementation of this solution requires a leader who is familiar with VAs data, processes, policies, controls, infrastructure, and organizational landscape and who can oversee a phased, integrated, and detailed approach to deploying, tuning, and operating the HBA solution.

9th Way Insignia Solutions has an opening for a Network Engineer to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of Information Security (OIS) on the Heuristic Behavior Analytics (HBA) implementation. This high-profile position serves as Insignias primary point of contact and leads the day-to-day deployment and operations and maintenance (OandM) of the HBA technical baseline, ensuring that the HBA technical scope is delivered within budget, schedule, and quality requirements.

The Network Engineer position aligns as an Engineer 2 level at 9th Way Insignia. This person understands the software development life cycle and can take on work without much direction. Performs multiple engineering-related tasks in various assignments within the project and firm. Have broad knowledge of engineering procedures and assists in the resolution of complex problems. Has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.

Functional Job (LCAT) Information

The Network Engineer plans, supports and evaluates complex existing network systems and make recommendations for resources required to maintain and/or expand service levels. This resource will provide highly skilled technical assistance in network planning, engineering and architecture. Also provides and develops technical standards and interface applications; identifies and evaluates new products; provide solutions for network problems. Interfaces with internal/external customers and vendors to determine system needs. Plans and incorporates how new network resources and applications will exist on the network. Provide monthly metrics for network availability and bandwidth usage as well as other metrics as requested. Responsible for network capacity planning. Use network management tools to discover, map and maintain the network. Responsible for network equipment OS and version upgrades. Responsible for conducting research of new technologies and implementation strategies. Monitor and maintain network interfaces to ensure its highest level of performance and makes modifications and enhancements as needed. Responsible for documenting procedures and keeping network diagrams and related material up to date. Handle escalated user problems, questions, and request on network issues. Work with other groups within IS to resolve network related issues as needed. Leads and directs work of other Network Engineers.

Responsibilities:

  • Create network architectures that meet organizational needs, including LANs, WANs, and intranets.

  • Provide regular reports on network status and performance to mana ement.

  • Maintain detailed records of network configurations, changes, and performance metrics.

  • Offer support to users, staff members, clients, or suppliers to ensure smooth network operations.

  • Work with vendors and other IT personnel to resolve problems and implement new solutions.

  • Run operations for disaster recovery and data backups.

  • Implement and manage security tools, policies, and procedures to protect data and network integrity.

  • Provide Level-2/3 support to resolve network issues.

  • Ensure system availability and reliability by monitoring network performance.

Requirements:

  • Bachelors degree in computer science, information technology, project management, or related field.

Salary Range

The salary range for this position is $77,096.24 to $113,000

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
