Job Description

The Manager, Privacy assists the privacy officer in professional development, building strategy and execution of the privacy program across all business segments, services, and solutions.

This role will serve as a key member of and leader within the Privacy team to enable consistent, effective privacy practices which minimize risk and ensure the responsible use of data and will have oversight of the privacy oversight and monitoring and the privacy operations verticals.

Responsibilities

  • Manage, coach/mentor and engage a team of privacy professionals responsible for execution of the Privacy program. Support professional development and continual learning of the team

  • Provide strategic guidance and second line of defense oversight to improve organizational-wide processes and establish, measure and improve privacy practices

  • Advise key stakeholders on best practices and compliance with US privacy and data protection by:

  • Supporting a privacy-by-design approach

  • Ensuring compliant data collection and use

  • Enabling the adoption and use of emerging technologies, including AI/ML

  • Proactive identification and resolution of complex business and privacy issues, while aligning with organizational goals and minimizing friction and maximizing productivity and impact

  • Serve as a trusted partner working cross functionally with operational business teams building a deep understanding of how their teams work, their needs and how privacy compliance can be operationalized in their teams and work

  • Develop and maintain positive Client relationships while providing consultative services that align with the strategic initiatives of the Clients, understanding the Clients' needs, challenges, and goals, and aligning accordingly

  • Provide policy and procedure management and oversight, oversight of the enterprise privacy training and awareness program, governance committee reporting and privacy hotline and inbox

  • Manage and provide oversight to privacy-related assessments/audits, RFP, attestation and accreditation requests

  • Oversee the successful creation, implementation and maintenance of the privacy regulatory change management program; understand and communicate the impact of privacy laws and regulations; with a focus on State and Federal consumer data protection and privacy laws and regulations, including the HIPAA Privacy Rule, TCPA, CCPA/CPRA, COPPA on Prime’s business and operations to executive management and other internal stakeholders

  • Monitor changes to laws, regulatory enforcement trends and industry landscape to stay ahead of evolutions, trends and best practices to inform business strategy and privacy program roadmap

  • Represent Prime, the Privacy program and its interests in external interactions with trade associations, State and Federal regulators, consulting agencies and accrediting bodies

  • Manage and provide oversight to the privacy contract management process; advanced understanding, interpretation and drafting knowledge of privacy provisions in contracts, including business associate agreements and privacy / data protection provisions in other agreement types

  • Identify, establish and maintain effective oversight and monitoring activities across the enterprise to proactively identify and manage privacy risks

  • Other duties as assigned

Minimum Qualifications

  • Bachelor’s degree in Business, Healthcare, Political Science, Legal, or related area of study; or equivalent combination of education and/or relevant work experience; HS diploma or GED is required

  • 6 years of experience working with HIPAA and state or federal privacy laws in a legal or compliance department

  • 5+ years of experience in a project or program coordination role within healthcare or other highly regulated industries

  • 2+ years of management and people leadership experience

  • Must be eligible to work in the United States without need for work visa or residency sponsorship

  • Proven ability to maintain discretion and confidentiality

  • Accomplished at mentoring, leading, and developing others

  • Demonstrated ability to apply critical thinking skills and problem solve through difficult situations

  • Creative and self-motivating leader who can operate with minimal guidance

  • Experience establishing and maintaining key relationships internally and externally, at all levels of an organization and collaborating effectively across functions

  • Ability to establish rapport and effectively influence and present information to a wide variety of audiences

Preferred Qualifications

  • Juris doctor degree

  • Current license to practice law or related legal experience in a regulatory role

  • Healthcare, Pharmacy Benefit Management (PBM) or other managed care work experience

  • Master’s degree or other advanced education in Business, Healthcare, Political Science, Legal, or related area of study

  • Certified Information Privacy Professional (CIPP), Certified Information Privacy Technologist (CIPT) or Certified Information Privacy Manager (CIPM) certifications from International Association of Privacy Professionals (IAPP)

  • Certified Compliance and Ethics Professional (CCEP) or Certified Healthcare Compliance Professional (CHC)

  • Project management experience and/or Project Management Professional (PMP) certification

Minimum Physical Job Requirements

  • Ability to travel up to 20% of the time

  • Constantly required to sit, use hands to handle or feel, talk and hear

  • Frequently required to reach with hands and arms

  • Occasionally required to stand, walk and stoop, kneel, and crouch

  • Occasionally required to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus

Reporting Structure

  • Reports to Sr Director in the Privacy/Compliance department

Potential pay for this position ranges from $94,700.00 - $151,300.00 based on experience and skills. Pay range may vary by 8% depending on applicant location.
