Project Description:

DRT provides public health, technology, data, communications, and visualization support to enhance the government’s ability to use public health data to address diverse, complex, and emerging problems. This includes designing and developing application and database solutions. In addition, this team develops innovative data capture and analysis techniques to enhance safety research and recommendation efforts across the country.

Job Summary:

The Program Manager works leads transformative IT projects in collaboration with public health scientists, data stewards, and business owners. The Program manager oversees multiple, concurrent sprints and manages the output of web developers, UX/US designers, and technologists. The Program Manager provides project management functions to public health technology projects such as full stack web/mobile application development, technology infrastructure, and big data.

Responsibilities:

  • Manages all aspects of the contract/contracts in collaboration with federal officials and corporate leadership (account lead, VP operations, finance, recruiting, contracting, HR, etc.)

  • Leads all project management domains over the entire lifecycle of, public health, technology and data projects from initiation to close-out

  • Coordinates and tracks performance of cross-functional teams comprised of researchers, programmers, designers, testers, and communication specialists

  • Develops division-specific project plans to develop or enhance interactive websites, mobile applications, data visualizations, and widgets

  • Leads the interdisciplinary team of 30 to 40 members in identifying needs and developing solutions following careful analysis of feasibility, cost, and risks

  • Coordinates and oversees the definition of project scope and objectives based on user needs, capacity, and a thorough understanding of business need and industry requirements

  • Manages relationships within cross-functional project teams and external partners

  • Collaborates to define product requirements, milestones, deliverables, timelines, and execution strategy

  • Writes and maintain project documentation such as meeting notes, project charters, change requests, project enhancements, and clearance documents

  • Creates and maintains project schedule and progress reports

  • Leads weekly and bi-weekly project meetings and present project milestones to customers

    Require Experience:

  • Must have or be able to obtain a Public Trust with the US federal government

  • At least five years of experience supporting public health information technology projects

  • At least ten years’ experience working on software development or analytical projects or with collaborating with technical teams

  • Knowledge of Agile processes, Azure DevOps, JIRA or other project management platforms commonly used in software development

  • Must have excellent communication skills (both verbal and written)

  • Must be well-organized, proactive, and work well in a team-setting

  • Skilled in communicating technical concepts to non-technical audiences and collaborators

  • Skilled in translating public health information, data, and concepts to functional technical requirements

    Preferred Experience:

  • Project Management Professional (PMP) certification from the Project Management Institute

  • Certification as a Scrum Master (CSM)

  • Recent experience with CDC environment and standards: SDLC, technical architecture, release processes

  • Working knowledge of HHS / CDC Enterprise Performance Life Cycle (EPLC), Section 508, information security, and CPIC requirements

  • Experience with DevOps or DevSecOps

    Education & Training:

  • Bachelor’s degree in information technology, information systems, or related field

  • Project Management certification

    Salary Range:

  • $88,000-136,000
