Job Description

Directs the design, implementation, communication, and administration of the Authority's Human Resources (HR) functions in efforts to drive organizational effectiveness and engagement. Directs activities and staff in the following areas: Human Resources Information Systems (HRIS), Performance Analytics (Compensation), Retirement Benefits, and Talent Acquisition. Develops and implements HR policies, procedures, and practices to ensure compliance with relevant federal, state, and local employment laws and regulations

Skills and Requirements

- Plans, develops, and oversees implementation of long and short-range strategies for the Office of HR business units to include: HRIS, Performance Analytics (Compensation), Retirement Benefits, and Talent Acquisition.

- Directs the development, implementation, and maintenance of the operating budget for the Office of HR.

- Provides guidance and support to managers and employees on HR policies and procedures, and matters including but not limited to disciplinary actions, grievances, conflict resolution, policy interpretation, etc.

- Implements talent management programs and strategies to source and onboard new employees; and develop, attract, and retain employees.

- Develops and administers defined contribution, defined benefit plans and deferred compensation retirement plans for the Authority.

- Ensures that wage and salary programs are fair, competitive, and compliant with internal policies and government regulations.

- Develops and implements strategies to promote employee engagement, retention, and diversity within the workplace.

- Develops key performance indicators (KPIs) and metrics to assess the effectiveness of HR programs and initiatives and identify opportunities for improvement.

- Performs other related duties as required.

- Ability to define problems, collect data, establish facts, and draw valid conclusions.

- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables

- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

- Ability to write speeches and articles for publication that conform to prescribed style and format.

- Ability to effectively present information to top management, public groups, and/or boards of directors. null
