ICF Broadband Financial Management Lead in Atlanta, Georgia

Description

ICF is seeking a Broadband Financial Management Lead with experience in grant accounting, government finance, or similar work to support our initiatives under the Infrastructure Investment and Jobs Act (IIJA) and similar special projects. This is an opportunity to be a part of a grant management team that is making a significant impact by assisting government agencies and communities in designing and implementing policies and programs that promote broadband equity and bridge the digital divide. As a Broadband Financial Management Lead, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) and/or Disaster Recovery (CDBG-DR) programs, 2 CFR 200 Uniform Requirements, 24 CFR 570, DRGR, financial management systems, as well as FEMA and other applicable federal disaster recovery and mitigation programs.

This role will be an integral part of a team that assists states with administering broadband-related programs funded through the Infrastructure Investment and Jobs Act (IIJA) and/or other federal and state broadband development programs to optimize grant resource management. Our functional expertise is in program and grants management, program implementation, planning, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. This role is key to ensuring costs and activities are eligible and accounted for accurately. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements.

Responsibilities:

  • Work with data from a custom-built database to analyze funding trends, project progress, and develop customized reports for decision-making.

  • Monitor activities, grant expenditures, financial reports, and performance reports of grant recipients to ensure compliant use of broadband funds.

  • Develop monthly reports to ensure project costs are coded appropriately to the project codes.

  • Assist with the forecasting and planning process.

  • Support analysis of actual results against budget/forecasts and determine variance drivers.

  • Work in close collaboration with on-site Leads and with the PMO and project management to support best practices and client policies.

  • Ensure client and sub-awardee compliance with all federal regulations including 2 CFR 200, IIJA, BEAD, and ARPA requirements.

  • Develop weekly, monthly, and quarterly budget/process reports to be submitted to the client and management team.

  • Support the PMO ensuring accurate information is incorporated into project management control tools, techniques, and plans.

  • Manage multiple tasks and assignments independently under limited supervision.

  • Financial management, report development, and the use of data visualization tools such as MS Excel, iDashboards, Power BI, etc.

  • Oversee multiple projects, priorities, and competing deadlines and rapidly adapting to changing production requirements and schedules.

  • Assist with broadband data collection and analysis.

  • Support project delivery on broadband analytics, including working with ICF subject matter experts to help develop plans, processes, policies, and procedures that will extend broadband access to unserved and underserved communities.

  • Develop or update procedures for the proper administration of grant funds.

  • Provide technical assistance to the state on the proper management of its IIJA grants.

  • Assist in creating internal financial operations, including accounting practices, billing, and collections, financial planning and analysis, internal audit, back-office systems, etc.

Minimum Qualifications:

  • Bachelor’s Degree in (statistics, mathematics, accounting, finance) or a related field.

  • At least five (5) years of experience working in a similar role, such as accounting or ensuring financial compliance of federally funded projects and programs.

  • 3+ years of experience working with CDBG, CDBG-DR, CDBG-MIT, and other federal, state, or local grants.

  • 2+ years of experience working with accounting and financial management database software.

  • 2 + years of expertise in 2 CFR 200.

Preferred experience:

  • Graduate’s Degree in public administration, telecommunications, government accounting, business administration, or a related field of study.

  • At least three (3) years of government accounting experience.

  • Understanding of 2 CFR 200 (especially 200.306 cost-sharing and matching)

  • Understanding of BI reporting tools (e.g., MS Visio, Power BI, Tableau).

  • Familiarity with QuickBase, Salesforce or similar platforms.

  • Experience working in a Federal, State and/or City financial role.

  • Knowledge of IIJA, BEAD, ARPA, and FCC programs.

  • Previous experience supporting broadband initiatives.

  • Excellent verbal, interpersonal and written communication skills.

  • Ability to work collaboratively with diverse stakeholders including engineers, planners, GIS professionals, federal, tribal, and state government officials, and the public.

  • Team player with the ability to work in a fast-paced environment and juggle multiple projects and deadlines.

  • Microsoft Word, Excel, PowerPoint, OnBase, Adobe Pro, MS Publisher or similar, MS Access or other database program/software, SharePoint, SAP, at an advanced level.

  • Strong analytical, problem-solving, and decision-making capabilities.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$92,986.00 - $158,076.00
