Key Role Description

Responsible for the safe, environmentally compliant and reliable operation of all MIPC facilities. The Operations Supervisor assists MIPC Leadership to achieve and sustain safe, reliable, environmentally compliant operations across all pipeline and terminal assets. Acts as a change agent in driving a “zero incident” culture through the implementation of sustainable systems and procedures, which drive continuous performance improvements while ensuring compliance with all regulations. The Operations Supervisor develops and leads MIPC’s Pipeline Operators and Terminal Operators and provides guidance to anticipate and resolve operations and technical issues as required.

Acts as a steward of Pipeline Safety Management System (PSMS) and environmental excellence.• Maintains a balanced inventory of throughput of pipelines and terminals to minimize loss and maintain operational excellence.• Oversees routine and abnormal operational activities and coordinates schedules with maintenance and contractors as necessary.• Assumes budgeting stewardship of OpEx as well as interfacing with Marketing for rack sales and operation. Manages Operations’ expense budget needed to maintain product quality, measurement accuracy and consistency across the company. Performs budget re-forecasting as appropriate.• Provides guidance to resolve operational, technical and maintenance problems as required.• Works with cross-functional departments to maintain consistency with all areas of business and maximize throughput operating efficiencies.• Provides recommendations for system operational improvements through submission of capital and expense projects as part of the annual budgeting process and demonstrates effective project management skills and is able to lead a project team through project completion.• Works directly with the Control Room Lead, Regulatory and Maintenance Leads in the execution of pipeline maintenance activities. Prepares reports, analyzes data, and makes recommendations for improving pipeline operations and solving operational and maintenance-related problems.• Tracks, analyzes and improves key performance indicators such as asset utilization, cost, PM compliance, etc.• Participates in ALL Emergency Response activities, is IC-300 trained, responsible for ensuring all Operations personnel are at minimum IC-200 trained, accountable for Operations involvement and participation in IC responses and exercises and capable of acting as Operations Section Chief, at minimum, during an incident 24/7/365.

Knowledge of Work Areas and Responsibilities – demonstrates a clear understanding of role and responsibilities within specific area, flexible and agile in adapting to changes or exploring opportunities and challenges.

• Works with Regulatory Lead, Control Room & Maintenance Personnel to implement and manage detailed, proactive systems to ensure compliance with Federal and State DOT Pipeline Safety• Directs, maintains, and enforces the safety program for the terminals and pipelines; reviews safety records to upholds standards of maximum safety for all employees.• Champions the Walk the Line Program with knowledge sharing, training and striving to identify best practices.• Supports and assists with all HSSE training activities, updates and compliance with HSSE policies and procedures.• Interacts frequently with Regulatory Compliance Lead and Maintenance Lead to ensure the facility complies with all applicable regulations.• May interface with regulatory agencies, elected officials, and community leaders and must maintain good public relations through written and verbal communications;• Leads and promotes a safety culture by ensuring emergency and safety procedures, policies, documentation procedures and equipment operating parameters are within all applicable regulations (DOT and PSMS).

People Development/Coaching – offers feedback, coaches employees appropriately, rewards employees wisely, takes mentoring role, challenges and develops employees and offers opportunities. Specifically uses coaching skills to prioritize safety and compliance actively and conscientiously.• Supervises, trains, qualifies and develops Operators• Interacts with direct reports and Regulatory Compliance & CRM Leads on a daily basis to ensure clear and open communications; alignment with goals and objectives and to proactively address progress, concerns and questions.

Required Experience:

Education, Experience, and Skill Requirements

Minimum Qualifications:

• Minimum of 10 years' operations experience in a high-risk industry.

• Bachelor’s degree in a technical discipline or equivalent work experience.

• Proficient in Microsoft Office products with prior experience with a CMMS.

• Demonstrated proficiency in all of Role Specific Competencies.

Preferred Qualifications:

• Previous pipeline experience.

• Experience managing project teams; demonstration of successful completion of project work
