WHAT YOU NEED TO KNOW (Job Overview):

We are currently seeking an innovative recovery professional to serve as a Community Recovery Manager for the Hurricane Helene NC & TN Long-Term Recovery Program. This position will reside within an assigned geographic area in Western North Carolina.

This is a term-limited, benefits eligible position expected to last through January 2027 with the opportunity to extend based on business need. We are looking for someone in or near Asheville NC.

Helene made landfall in the Florida Big Bend on Thursday, September 26, 2024, before continuing northward and weakening across Georgia, northwest South Carolina, western North Carolina, eastern Tennessee, and Kentucky. Helene brought devastating wind damage and catastrophic flash flooding to these areas before merging with an upper level low centered over the Tennessee and Ohio Valleys. The former hurricane continued to linger across the region for several days before finally ejecting off to the northeast on Monday, September 30. The American Red Cross will be standing up a long-term recovery field structure across the impacted area to provide recovery programming and services to individuals, households, and communities affected by the storm.

The Hurricane Helene Long-term Recovery Community Recovery Manager (CRM) reports to the Senior Community Recovery Manager, Hurricane Helene NC & TN Long-Term Recovery and serves as support in a Red Cross region when a Recovery Program is implemented post-disaster. Managers are assigned to specific counties and play a primary role in solidifying relationships with partner organizations of all types, providing support, training, and technical expertise in community settings where organizations and individuals come together to work toward recovery. Managers collaborate with regional and chapter employees and volunteers to build capacity in the local community for the disaster cycle. This role will work closely with regional, chapter, and National Headquarters volunteers and employees. This is a hybrid position working in Buncombe, Burke, Haywood, Henderson, Macon, Madison, McDowell, Rutherford, Polk, Swain and surrounding counties in North Carolina; frequent travel to these counties for meetings and other activities will be required.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):

  • Responsible for ensuring the American Red Cross is engaged with all Long-Term Recovery Groups post-disaster within a defined territory and participating in LTRG meetings

  • In collaboration with the Chapter Executive Director, Community Disaster Program Manager, Community Disaster Program Specialist, and other internal stakeholders liaise with voluntary, faith-based and community-based organizations (VOAD community), as well as emergency management community, for post-disaster recovery planning within a defined territory

  • Ensures that community efforts and Red Cross services reach all affected populations, especially vulnerable and underserved communities

  • Act as SME to Community Disaster Program Managers and Specialists and volunteers within defined territory on issues relevant to meeting client needs and maintaining client focus of all response and recovery activities

  • May serve as a subject matter expert (SME) for the Disaster Case Management Program (Federal/State Program) and provide support to disaster case management planning with multi-agency partners (government and non-government)

  • Support provision of assistance to individuals and households with remaining unmet needs and qualifying barriers to recovery

  • Under the direction of management, liaise with NHQ Long-Term Recovery partners to ensure consistency in service delivery across the American Red Cross

  • In collaboration with regional Disaster Cycle Services, build and manage team of community recovery volunteers to execute community engagement strategy in designated area

  • Other duties as assigned


Scope

Individual contributor that is fully proficient in applying subject matter knowledge; knowledge based acquired from several years of experience in particular area. Works independently; may instruct or coach other professionals.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

Education: Bachelor's degree required.

Experience: Minimum 5 years of related experience or equivalent combination of education and related experience required.

Management Experience: n/a

Skills & Abilities : Proven track record of collaboration, facilitation, problem solving, strategic management, and partnership management. Ability for data analysis, planning, technical writing, public speaking, project management, data entry and management, organizational development and process improvement. Individual must be analytical, customer oriented, flexible, organized, and able to operate with an orientation toward solutions with a strategic focus, and team orientation. Ability to work on a team.

Deployment Requirement: Disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment.

Travel: Frequent travel to these counties for meetings and other activities will be required. Must have a Valid Driver’s License.

  • Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time
