Mine Safety and Health Administration Recent Graduate - Mine Safety and Health Specialist in Arlington, Virginia

The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service. This position is located in the Division of Health, Mine Safety and Health Enforcement in Arlington, VA. Responsibilities You will serve in a developmental capacity as a Mine Safety and Health Specialist, GS-1822-09, performing the following: Participates in seminars to promote new regulations and programs for improving ventilation systems and Respirable/Total Dust control techniques aimed at eliminating pneumoconiosis. Assists with the development and implementation of training classes and seminars for field personnel on regulations, policies, enforcement procedures, accident analyses, and prevention regarding the Part 90 Program, CWP, dust programs, and other MS&HE contaminates of miner exposure. Provides guidance on health enforcement systems development and maintenance personnel. Assists with the development of comprehensive policy studies that define major issues and lead to new or revised legislative policy proposals which set the standards to prevent occupational disability in miners. Provides technical information; coordinates findings with other specialists; identifies policy issues and concerns; makes recommendations. Prepares results of comprehensive studies having major implications for developing, targeting, and managing nationwide policy and private programs for MS&HE. Prepares written reports for agency policymakers. Reviews problems on Part 90 and Respirable/Total Dust having major implications for developing, targeting, and managing governmental and private programs for MS&HE at the Federal, State, and local levels. Participates in the development of new policies and procedures regarding implementation and interpretation of mandatory Part 90 Program, CWP, and Respirable/Total dust standards, diesel exposure standards, noise standards, and other miner exposure standards, as well as applicable enforcement guidelines; develops new approaches which may deviate significantly from past practices. Participates in the development of agency plans, regulations, and instructions concerning supplementation, enforcement, and administration of the requirements of the Federal Mine Safety and Health Act of 1977 and the MINER Act. Reviews the development and implementation of health standards established by guidelines from the Department and the Office of Management and Budget (OMB). Prepares regulatory reports, congressional correspondence, public, and industry correspondence, oral briefings, and redress advice and opinions to representatives of labor, industry, manufacturers, and other interested parties. Provides information to the Solicitor's Office regarding health and enforcement. Participates in official meetings, and national conferences of the industry. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Applicants must have graduated, within the past two years, (with an associate, bachelor, master, professional, doctorate, diploma, vocational, technical degree, or certificate, etc.) from a qualifying educational institution or career or technical educational program including registered Apprenticeship Programs, Peace Corps, AmeriCorps, Job Corps, Climate Corps). You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Recent Graduate - Mine Safety and Health Specialist, as described below. The Mine Safety and Health Inspection Series, GS-1822, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and specialized experience for the specific grade level to qualify. To qualify for this position, your application and resume must clearly show that you possess the experience requirements as defined below. Basic Requirement: One year of specialized experience equivalent to at least the next lower level: Applicants must have mine safety or health experience that demonstrated the ability to analyze problems and identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Examples of creditable experience include: acting on requests to vary Federal standards; analyzing and evaluating inspection data; developing policies, guidelines, and enforcement programs; evaluating the adequacy of Federal mine safety and health programs; assessing penalties for violations of regulations; and advising mine operators and manufacturers on issues and standards. For the GS-09 grade level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal service. Specialized experience must include the following: Participates in planning the development and/or managing the implementation of training classes and seminars on regulations, policies, enforcement procedures, and accident analyses and prevention regarding respirable dust dust control, Coal's Part 90 Program, and Coal workers' pneumoconiosis (CWP). OR Education: Two full academic years of graduate level education or master's or equivalent graduate degree in the field of study such as mining engineering, civil engineering, mechanical engineering, electrical engineering, industrial engineering, environmental engineering, industrial hygiene, occupational health and safety, geology, chemistry, or other fields of study related to mine safety and health work. OR Combination of Experience and Education: Equivalent combinations of education and experience listed above; the total percentage must equal at least 100%. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Education To be eligible for an appointment, you must meet requirement A or B. A. Completed all requirements for a diploma, associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution or career or technical education program (including registered Apprenticeship Programs, Peace Corps, AmeriCorps, Job Corps, Climate Corps) within the previous two years; OR B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification.
