SAIC Program Analyst in ARLINGTON, Virginia

Description

SAIC is hiring a Program Analyst with an active Secret clearance to provide Systems Engineering and Technical Assistance (SETA) support to the Irregular Warfare Technical Support Directorate (IWTSD). This position will be supporting the IWTSD Program Manager for Human Performance and Training (HPT). The team rapidly identifies gaps and develops capabilities to conduct Irregular Warfare operations against all adversaries and delivers those capabilities to Department of Defense components and interagency partners through rapid research and development, advanced studies, and technical innovation. SAIC is seeking an individual with a strong interest in technology and experience in project management and training.

This position is located onsite in Alexandria, VA at the Mark Center. The role will also require up to 25% travel both CONUS and OCONUS.

Job Responsibilities:

  • Ensure successful execution and delivery of multiple research and development projects supporting the DoD, The Intelligence Community, International partners, and the Interagency.

  • Provide technical and operational advice and assistance related to Human Performance and Training. Human Performance and Training relates primarily to cognition and instruction design.

  • Develop procurement packages resulting from Broad Agency Announcements and other government solicitations. These include, but are not limited to, drafting Statements of Work, Technical Evaluations, Technical Assessments, Independent Cost Estimates, and Contract Data Requirements Lists (CDRL).

  • Facilitate management of the HPT portfolio at a programmatic level, in close coordination with the Government Program Manager.

  • Support operational planning, testing, system fielding, and limited sustainment efforts.

Qualifications

Required Qualifications:

  • Secret clearance required to start; Ability to obtain a TS/SCI clearance required to maintain employment.

  • Bachelors Degree and six (6) plus years experience in Project Management and/or working in the military or Government agencies.

  • Strong written and verbal communication skills

  • Strong understanding of key government contracting elements and DoD acquisition processes such as Statements of Work, requirements generation, and source selection

  • Experience writing key government contracting documents such as Statements of Work, Requirements, and Technical Assessments.

  • Time management skills and ability to meet deadlines.

Desired Qualifications:

  • Masters Degree plus 5-years experience in Project Management.

  • Project Management Professional (PMP) certification.

  • Experience in development of training, instructional design, and/or technology to support training, such as simulations, gaming technology, or artificial intelligence.

  • Technical understanding of software development processes, in particular as they pertain to virtual reality, augmented reality, and other simulation systems.

  • Moderate understanding of the principles of instructional system design (training development).

  • Experience in DoD Special Operations.

  • Experience in Human Performance and Training.

  • Familiarity with government operational end users in Special Operations and non-DoD agencies.

  • Ability to communicate complex subjects to non-technical audiences.
