HQ USAF and Support Elements LOGISTICS MANAGEMENT SPECIALIST in Arlington, Virginia

The primary purpose of this position is to serve as the Assistant Logistics Career Field Manager (CFM) Administrator for the Director of Resource Integration, Deputy Chief of Staff for Logistics, Engineering and Force Protection, Headquarters U.S. Air Force. Responsibilities Plans, organizes, and directs activities of the AF Logistics Career Field Human Capital program serving the more than 47,000 members general schedule and wage grade civilian workforce. Serves as Team Lead for the Civilian Force Development Section. Leads the Civilian Force Development Section efforts for planning and developing objectives, requirements, concepts and policy review in support of the logistics mission. Guides activities of Logistics Civilian Career Field Development. Assists the CFM in preparing FM/FA to attend Career Field Development Panel. Leads development of and provides briefings for Air Staff officials, functional managers, personnel representatives, professional groups, etc., to outline existing and future program requirements and procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. In addition to knowledge of the next lower level, this level requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Typically, this includes knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. Knowledge characteristic of this level are applied to a variety of ways. For example, knowledge is applied to the design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance; i.e., the actual limits of the project are developed as the study proceeds. Study objectives are to identify and propose solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. For other assignments, knowledge may be applied in preparing recommendations for legislation to change the way programs are carried out; in evaluating the content of new or modified legislation for projected impact upon agency programs and resources; and/or in translating basic legislation into program goals, actions, and services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough and comprehensive knowledge of the policies, practices, regulations and laws concerning civilian career field management and administration, including accessions, utilization, development, sustainment, short and long-term strategic planning, data support and resource management. Comprehensive knowledge of the mission, roles, functions, organizational structures and operation, of the Department of Defense and its organizations that govern, interface with and/or influence utilization of issues, within the logistics career field development; to include a broad knowledge and understanding of the logistics career field. Extensive knowledge and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain a credibility with others on technical matters. Skill/proficiency in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Skill in managing and coordinating complex activities, gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. Extensive Ability in preparing special studies and staff reports including the ability to meet emergent and/or changing program requirements within available resources. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
