Defense Security Service INTELLIGENCE OPERATION SPECIALIST in Arlington, Virginia

Summary The DCSA Counterintelligence (CI) and Insider Threat Directorate Cyber Mission Center's Cyber Engagement Branch is seeking a Cyber Threat Analyst to serve as a Liaison Officer (LNO). This is 36-month assignment with a one-year extension option; upon completion of assignment the agency will work to find a suitable position for reassignment within DCSA. Responsibilities The DCSA Counterintelligence (CI) and Insider Threat Directorate Cyber Mission Center's Cyber Engagement Branch is seeking a GG-0132-13 Cyber Threat Analyst to serve as a Liaison Officer (LNO) representing DCSA at the Defense of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) in Arlington, Virginia. The selectee will serve in this role for 36 months. A one-year extension of this assignment may be granted based on mission need, supervisory approval, and host agency approval. Upon completion of assignment the agency will work to find a suitable position for reassignment within DCSA. In this position, the incumbent will be responsible for building, developing, maintaining and utilizing collaborative networks and working relationships with key contacts within DCSA, the Intelligence Community, and other government agencies; developing, promoting and integrating DCSA CI cyber initiatives; identifying and driving opportunities for interagency engagement and collaboration; increasing information sharing and threat awareness; and conducting in-depth research, compilation, and analysis of a wide range of complex and sensitive information to determine Cyber-based threats to US interests. As an Intelligence Operations Specialist working in the DCSA Cyber Mission Center's Cyber Engagement Branch you will: Develop inter- and intra-agency relationships to the benefit of DCSA and partner organization missions. Represent DCSA at cyber/counterintelligence working groups and analytical exchanges. Enhance counterintelligence-related cyber threat and vulnerability awareness among internal and external consumers. Conduct all-source research and analysis to identify and assess adversary intentions and capabilities to penetrate and exploit US networks and communications infrastructures. Apply analytic tradecraft and standards applicable to counterintelligence related cyber threat analysis. Produce and support the production of threat intelligence reports that communicate the results of analyses to those with a need-to-know. Present analytic findings in oral and written communications. Correlate and convert cyber-based threat and counterintelligence information into an understandable form for use and distribution in agency publications, training, and operational policy guidance. Requirements Conditions of Employment Qualifications Employees who are on or have recently completed a DCSA LNO assignment are not eligible and must wait at least 2 years after the completion of the current or former LNO assignment before applying for this or another LNO opportunity. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with building, developing, maintaining and utilizing collaborative networks and working relationships with key contacts within DCSA, the Intelligence Community, and other government agencies; developing, promoting and integrating DCSA CI cyber initiatives; identifying and driving opportunities for interagency engagement and collaboration; increasing information sharing and threat awareness; and conducting in-depth research, compilation, and analysis of a wide range of complex and sensitive information to determine Cyber-based threats to US interests. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
