Wittenberg Weiner Consulting LLC Financial Management and Analysis SME in Arlington, Virginia

CeLeen (d/b/a WWC Federal), an operating firm of Command Holdings, is seeking an experienced Financial Management and Analysis SME to support the Department of Defense OUSD Director for Defense Intelligence (Intelligence & Security Programs and Resources (DDI, ISPR) in Arlington, VA.

Duties and responsibilities include but are not limited to:

  • Track the the DDI (ISPR) internal budget and the processing of contract actions using the Internal Resource Management Application-Intelligence (IRMA-I) system, and other applications as specified by the Government.

  • Develop the annual justification for the internal office budget and support designated CORs with accurate funding, tracking, financial reporting, and analysis.

  • Prepare support material to ensure all DDI (ISPR) contract actions are funded in a timely manner and maintain cyclic actions during the budget year to include data collection and compilation of rationale from government staff to support the internal budgets.

  • Utilize DoD financial/comptroller processes to review contractor invoice and reporting products utilizing the Program, Planning, Budgeting and Execution System (PPBS).

  • Manage internal resources and provide financial reporting and analysis (comparing invoices to plans, calculating contract estimates to complete, trend analysis, etc), develop recommended corrective actions, and recommend improvements to processes and related products.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

  • Ability to sit at a computer terminal for an extended period of time.

  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel.

Requirements

Basic Qualifications

  • Bachelor’s degree.

  • Current, active TS security clearance with the ability to obtain SCI eligibility.

  • Minimum of 5 years experience providing financial analysis to DoD customers.

  • Experience working the DoD PPBE system at the MAJCOM, COCOM, or Service level.

  • Experience developing, tracking, and defending annual budgets and spend plans.

  • Outstanding communication skills, influencing abilities, and client focus.

  • Professional proficiency in English is required.

  • Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.

  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's Degree.

  • Current, active TS/SCI security clearance.

  • Experience utilizing IRMA-I system.

  • CDFM or Accounting Certification.
