As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security issues and support the military mission, while reducing environmental impacts. The ERS Division is seeking a qualified and proactive candidate to provide leadership in data analytics. The candidate will work with a small team to build CTC's strength and strategy in data management solutions for our clients. The Data Innovation Lead will lead critical analyses required for comprehensive planning for improving the resilience of DoD Installations. Outdated, manual processes and legacy systems make DoD data vulnerable to errors and misinterpretation which hinders DoD from implementing advanced analytic technologies and making data-informed decisions related to overarching policy, business, and mission priorities. As our Data Innovation Lead, your goal will be to increase knowledge, awareness, and capability within the ERS Division in this area to effectively address this problem for all for our DoD clients. This is a hybrid position, with the flexibility to work remotely while participating in some in-person client and team meetings. Some travel is required.

Key Responsibilities:

  • Work with CTC's existing project teams to understand client needs, current challenges and potential solutions in all areas related to the collection, extraction, and quantitative/qualitative analyses of installation energy/utility data and issues.

  • Apply knowledge of existing and emerging software tools for application to existing needs of our clients and articulating the benefits and costs for possible options.

  • Conduct detailed analysis of data analytics problems by reverse engineering an existing scenario, detailing a requirement, the existing decision-making process, the existing analytical tools and the existing data sources.

  • Assist in the identification of processes and energy/utility issues that will benefit from the practical application of Systems Engineering, Operations Research and other data analytical methods to facilitate decision making and justify resource allocations (e.g., Value Focused Thinking, Utility Theory, Analytic Hierarchy Process, Life-Cycle Cost Analysis, Cost and Engineering Estimates, and Data Envelopment Analysis).

  • Prepare info papers, briefings, point papers, reviews and oral presentations as may be directed to translate the results from analysis to government decision makers.

Basic Qualifications:

  • BA or BS in engineering, computer science, physics, mathematics, operations research, or related field

  • A minimum of 6 years directly related experience

  • Advanced experience using Microsoft Excel, database management systems such as MySQL, Oracle, Microsoft Access, and data visualization tools such as Microsoft Power BI and Tableau.

  • Familiarity with utility and infrastructure requirements and systems.

  • Understanding of cloud platforms such as Microsoft Azure and Amazon Web Services (AWS)

  • Ability to grasp and competently apply policy for project requirements definition, programming, and metrics development.

  • Understanding of System of Systems concepts, interactions, and analysis.

  • Experience in analyzing the effects of meeting Government requirements with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles.

  • Understanding of the current landscape of advanced analytic tools and mapping complex systems to business requirements.

  • Interest in working on DoD projects to advance national security.

  • U.S. Citizen and must be able to obtain and maintain DoD Common Access Card (CAC)

Preferred Qualifications:

  • MA or MS in related field

  • Experience in modeling and simulation of complex systems

  • Data management experience including, but not limited to, developing data dictionaries, business rules, or standard operating procedures (SOPs)

  • Knowledge of DoD structure and operations
