ICF Critical Infrastructure Security and Resilience Analyst, High Level Clearance in Arlington, Virginia

Description

ICF seeks an experienced Critical Infrastructure Security and Resilience Analyst to support a Department of Homeland Security (DHS) program. Your technical expertise of the systems, operations, dependencies, and interdependencies of one or more of the 16 critical infrastructure sectors (Critical Infrastructure Sectors | CISA (https://www.cisa.gov/topics/critical-infrastructure-security-and-resilience/critical-infrastructure-sectors) ) will support DHS in understanding technologies and associated risks to critical infrastructure; identifying and analyzing risks; and developing methodological and analytical processes to reduce risk to critical infrastructure. Your work also will inform risk information shared with the stakeholders who protect the Nation’s critical infrastructure and the lives and livelihoods of those who depend on that critical infrastructure.

The primary work location is a client site in Arlington, Virginia with some remote work allowed.

What You Will Be Doing:

  • Producing, informing, and validating stand-alone risk analytic risk products that inform, increase knowledge bases, aid decision making, and/or drive critical infrastructure risk mitigation actions within the critical infrastructure security community (e.g., reports like a Comprehensive Risk Assessment; Threat/Hazard Assessment; Self-Guided Risk Management Tools, or Mitigation Best Practices Implementation). These products will cover a broad range of critical infrastructure, cybersecurity, and emerging risk topics.

  • Providing subject matter expertise and technical reach-back and validation in support of emerging, analytical requirements to ongoing organizational efforts.

  • Analyzing complex infrastructure-related systems.

  • Staying current with the latest advancements in technology in general, and cybersecurity particularly, across the subsectors and their related industries.

  • Merging technical engineering expertise with innovative problem-solving.

What You Must Have:

  • Advanced degree in an engineering science, quantitative analysis, mathematics, or statistics disciplines.

  • Minimum of 8 years of experience in an engineering field (e.g., systems, nuclear, biochemical, civil, or chemical), operations research, and/or advanced computing (to include but not limited to AI, Cybersecurity, or IT).

  • Demonstrated experience and significant knowledge of critical infrastructure systems, operations, dependencies, and interdependencies of one or more of the 16 critical infrastructure sectors (e.g., Food and Agriculture Sector, Critical Manufacturing Sector, Healthcare and Public Health Sector) or Supply Chain expertise.   • Significant industry knowledge gained at the C-Suite, regional, or national level in risk identification, analysis/assessment, and mitigation in critical infrastructure security and resilience.

  • US Citizenship required as part of client contract requirements. High Level clearance required. SCI required.

What We Would Like You to Have:

  • DHS or Sector Risk Management Agency experience or experience in private sector critical infrastructure security and resilience.

  • Strong understanding of financial systems, markets, and instruments.

  • Excellent verbal, interpersonal, and written communication skills.

  • Exceptional planning and organizational skills with emphasis on timely completion and attention to detail.

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Team player with the ability to adjust work pace to match client priorities and competing demands, especially on no-notice quick-turn needs.

  • Demonstrated outstanding level of professionalism in providing onsite support, including ability to exercise good judgment, discretion, tact, and diplomacy.

  • Sound business ethics, including the protection of proprietary, confidential, and government classified information.

  • Highly-disciplined, self-starter requiring minimal guidance.

  • Solid experience with the MS Office Suite (Outlook, Word, Excel, PowerPoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$96,367.00 - $163,825.00
