Jacobs Contracts Manager - Federal in Arlington, Virginia

Contracts:

Administers, extends, negotiates, and terminates standard and nonstandard contracts, task orders and subsequent amendments. Conducts proposal preparation, contract negotiation, contract administration, and customer contract activities to provide for proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specifications. Prepares bids; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information. Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations. Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination. Initiates documentation to authorize and direct work in accordance with contractual specifications. Maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects. Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources. Possess a strong work ethic to effectively work independently in a fast-paced, high-pressure environment with limited supervision.

Subcontracts/Procurement:

Provide cradle to grave subcontract administration in support of Federal contracts. Prepare and negotiate all agreements with subcontractors/consultants/independent contractors, including non disclosure, teaming, subcontract, and consulting agreements, in accordance with the company’s Procurement Policy and Procedures. Provide guidance and proactively educate program/project teams on subcontract actions and various FAR/dFARs/agency compliance requirements, and other applicable Government statutes, laws, and regulations. Attend capture activities and provide proposal support to the program team including issuing RFPs/RFQ's and all data calls to partners/subcontractors. Conduct complex negotiations with subcontractors/consultants/independent contractors, including but not limited to terms and conditions and pricing. Create, and process, purchase orders, and change orders in the company’s ERP to provide funding within the established period of performance and work statements to subcontractors/consultants/independent contractors. Must have a high degree of expertise in creating subcontract files in compliance with DCMA, DCAA, ISO guidelines to maintain the integrity of an approved Purchasing and Accounting System. Review and resolve issues on assigned tasks that affect company compliance, legal requirements, and overall company and customer objectives. Recommend possible revisions or process improvements to meet internal/external customer needs. Ensures that services and deliverables are delivered in accordance with the agreement’s terms and conditions. Correspond with internal and external customers in a timely and professional manner.

  • Bachelor's Degree

  • At least 10 years of progressive relevant experience

  • TS/SCI CI Poly

  • US Citizenship

  • Existing working knowledge of Federal Acquisition Regulation and other bodies of law affecting government contracts highly preferred

  • Excellent command of English grammar with strong verbal and written communication skills

  • Proficiency with standard Microsoft Office software, i.e. Word and Excel

  • Possess the aptitude to adjust to competing priorities when needed

  • Possess superb organizational and interpersonal written and oral communication skills. To include but not limited to, the ability to professionally compose, edit, and proofread a variety of internal and external business correspondence, contracts, proposals, and management reports is essential

  • Must be a team player within the contracts team, as well as cross functionally with other departments

  • Ability to travel locally as needed
