PacArctic, LLC, a Koniag Government Services company, is seeking a Content Management Admin/Developer with a Secret clearance to develop, maintain, upgrade, migrate existing and new OIG websites based on Drupal CMS platform in Arlington, VA.

The purpose of the task order is to provide professional service personnel with subject matter expertise and demonstrated hands-on experience with Microsoft SharePoint, Microsoft Office 365 (O365) SharePoint online, O365 PowerApps, O365 Flow, O365 MS Teams, O365 Planner and all other products that are part of the Microsoft O365 suite.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Manage OIG’s on-premises SharePoint as well as SharePoint online (Microsoft Office 365) environments.

  • Provide lifecycle management and administration of SharePoint site collections, sites, permissions management and PowerShell-based administration

  • Additionally, for SharePoint online, perform global administrator tasks to support user requirements, new feature testing and deployment, auditing, compliance and governance.

  • Provide consulting and implement configurations for overall secure operation of SharePoint and SharePoint online installations.

  • Setup and provide administration and governance for suite of applications available in the Microsoft Office 365 environment such as PowerApps, Flow, Forms, Planner, Power BI, Teams etc. Migrate legacy applications to these modern application environments on a case-by-case basis. Utilize these as well as SharePoint and SharePoint online environments for application deployment.

Work Experience, Knowledge, Skills & Abilities:

  • Perform setup and configuration of SharePoint and SharePoint online services

  • Secret clearance required.

  • Maintain integrity and reliability of access to information stored in SharePoint and SharePoint online environments

  • Deploy and administer various SharePoint and Office 365 portals

  • Recommend, plan, and facilitate SharePoint feature implementation by working closely with Infrastructure staff on technical process coordination

  • Create and maintain sites and site collections, perform site customization using SharePoint Designer or other tools

  • Establish and maintain end-user access permissions

  • Diagnose and troubleshoot SharePoint problems, including access issues, technical issues, and workflows

  • Track and provide SharePoint usage statistics for EX/IT Management

  • Document SharePoint and SharePoint online site requirements, develop support and operations, user guides and governance documentation

  • Stay current and promote SharePoint best practices, research, test and recommend implementation of new SharePoint versions and features, develop plans for phased rollout including testing, piloting and deployment

  • Research, test and recommend implementation of new features in Microsoft Office 365 suite of application including PowerApps, Flow, Forms, Planner, Power BI, Teams and other newly introduced applications in the Office 365 environment

  • Work with other EX/IT teams to create tenant level security policies to best suite OIG’s requirements for SharePoint and all other Office 365 applications

  • Provide ongoing feedback and coaching as necessary to other the SharePoint team members and leaders

  • Perform requirements analysis as necessary to determine the best approach for the maintaining and improving OIG SharePoint websites in accordance with OIG and Department of State policies and industry best practices

  • Coordinate with OIG and Department of State personnel as required to maintain, sustain, and improve OIG SharePoint sites

  • Conduct training to OIG personnel as necessary to facilitate learning and aid users in SharePoint adoption

  • Perform migration of SharePoint and SharePoint online data as and when necessary, using third party tools and/or by developing scripts

Special Knowledge Requirements:

  • Minimum of 4 years of proven and demonstrable experience with SharePoint 2013 and SharePoint 2016

  • Minimum one year of proven and demonstrable experience with SharePoint Online

  • Demonstrable recent experience with Microsoft SQL 2008, 2012 and 2014, SQL Server Reporting Services, SQL Server Analysis Services, Active Directory, Microsoft Access, Microsoft InfoPath, SharePoint Designer and Excel-based reporting capability. Experience with Windows 10 & 11, Office 365 versions is highly desirable.

  • Complete understanding and demonstrable experience of the Microsoft Office 365 productivity application suite offerings including but not limited to SharePoint Online, OneDrive, Security and Compliance Center (SCC), Power BI, Cloud App Security

  • Complete knowledge of various Office 365 portals for managing Office 365 applications as an administrator

  • Knowledge of licensing portals for Office 365 applications

  • Working experience with Microsoft Office 365 PowerApps, Flow and Forms

  • Extensive knowledge of multiple web technologies, including but not limited to HTML, CSS, JavaScript, XML and XSLT, jQuery

  • Demonstrable current experience with PowerShell scripting for managing and/or administering different aspects of Office 365 offerings

  • Demonstrable experience with using Visual Studio and other designer tools

  • Demonstrable current experience with using source code control tools such as but not limited to Git, and related DevOps tools such as Azure DevOps or JIRA

  • Experience with DAX scripting for Power BI is desired

  • Strong organizational skills and the ability to manage several projects at the same time

  • Ability to interface with EX/IT and other OIG offices to act as point of contact for SharePoint requests, effectively gather and communicate functional and technical application requirements

  • Knowledge of network troubleshooting, fundamentals and techniques

  • Ability to troubleshoot technical issues and perform complex problem analysis

  • Ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances

  • Interpersonal skills sufficient to exchange and/or convey information, receive work direction and maintain effective working relationships

  • Ability to work effectively in a team environment

  • Key Personnel must also have high caliber writing skills, public speaking skills and interpersonal communications skills in order to conduct appropriate SharePoint training and briefings to personnel OIG wide as may be necessary to successfully complete the requirements of this contract.

  • Experience with the above-mentioned technologies must be in use on current job

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
