Office of the Chief of the National Guard Bureau Congressional Affairs Analyst in Arlington, Virginia

Summary About the Position: This position is a TERM Not to Exceed 2 Years Appointment with option for conversion: To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Responsibilities Develops innovative and strategic congressional programs on behalf of the Director, Legislative Affairs. Designs, plans, initiates, and shapes congressional engagement strategies in support of the National Guard Bureau in all congressional matters to ensures a coherent, coordinated, and effective effort across the staff. Monitors the Defense Authorization Bill process and provides pertinent materials and products to advise National Guard leadership on legislative matters affecting the mission. Analyzes Department of Defense (DoD) legislative proposals, ensuring review by action officers with coordination across the National Guard Bureau staff. Keeps National Guard Leadership informed of relevant draft legislation, pending and anticipated congressional committee hearings and meetings, and other Congressional activities, which may affect them. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience with includes researching, analyzing, advising, and providing guidance on organization strategic policies, plans, reports, and principles of programs such as Equal Opportunity (EO) Policy, Manpower and Resources, Reserve Affairs, Readiness and Training, Affirmative Action, etc.; Liaising, researching, developing, and reviewing official correspondence to Legislative bodies, military and civilian agency offices, and/or various agencies and committees; AND creating and communicating congressional hearing summaries to agency leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Oral Communication Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. It is time-limited and may be extended up to a maximum of eight years.
