Development InfoStructure Research Director in Arlington, Virginia

Development InfoStructure LLC., (Devis) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. The outcomes of our research and development, products and universe of services will support the international development community, multiple civilian agencies and the nation’s defense and intelligence communities. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview

T he Research Director will provide technical leadership and oversight of all research and analytical activities under a research and development activity project. This role demands a high level of expertise in designing and managing rigorous research, particularly in developing country contexts. The Research Director is responsible for ensuring the technical quality of all project deliverables, including research reports, assessments, and evaluations. The position is contingent upon award and client approval.

 

Responsibilities

  • Technical Leadership: Guide and oversee research and evaluation designs, approaches, and methods to ensure the technical quality of all project deliverables, including research reports, assessments, and evaluations.

  • Design and Methodology : Review and support the selection of appropriate research designs and methodologies. Advise on the selection of short-term research and analytical personnel and ensure the rigor and relevance of the research approaches.

  • Coordination and Collaboration : Ensure close coordination with subcontractors, local researchers, stakeholders, and other partners. Foster collaboration and ensure that all research activities align with the project’s objectives and stakeholder needs.

  • Quality Assurance: Oversee the quality of research outputs to meet the highest standards of rigor and relevance. Continuously monitor and evaluate research processes and outcomes.

  • Dissemination of Findings: Lead the dissemination of research findings to relevant stakeholders. Organize and conduct dissemination workshops, training sessions, and clinics to ensure that research results are effectively communicated and utilized.

  • Stakeholder Engagement: Engage with a wide range of project stakeholders, including local research institutions, government agencies, and other partners, to ensure successful project implementation and impact. Advise on dissemination strategies to maximize the use and uptake of research findings.

  • Compliance: Ensure compliance with USAID policies, procedures, and regulations, including those related to ethics, security, and personnel management. Develop realistic and flexible implementation approaches considering operating constraints and safety and security.

    Required Skills and Qualifications

  • Years of Experience:  10+ years of experience in performance and impact evaluation, research, field surveys, assessments, and other analytical services.

  • Degree:  PhD in a relevant field is required

  • Leadership Experience: Demonstrated leadership, management, and operational experience in  designing rigorous research, preferably in developing country contexts, while also overseeing multiple tasks and priorities simultaneously . This includes experience managing large-scale, worldwide research and analytical programs with time-sensitive deliverables, as well as people management skills.

  • Technical Expertise:   Strong quantitative analysis skills and knowledge of development programming.

  • Communication Skills: Excellent oral and written communication skills, with the ability to present complex information clearly and concisely to diverse audiences.

  • Interpersonal Skills: Strong interpersonal skills and the ability to work effectively with diverse teams and stakeholders in challenging environments.

  • Flexibility: Ability to travel internationally, including to conflict or non-permissive environments, as required by the project.

    Preferred Qualifications

  • Experience working on USAID-funded projects.

  • Familiarity with USAID policies, procedures, and reporting requirements.

  • Previous experience in a Research Director or similar senior leadership role.

    Location:  Remote, will be required to travel to the DC area another other locations upon request.

    Salary Range:  $180-215K – dependent upon experience
