Summary 

This position is responsible for overall program performance including schedule performance, cost performance, and customer affinity by executing the following duties. This position manages the development and implementation process of a company’s products and services. Coordinates departmental and/or cross-functional teams, focused on delivering new or upgrading existing products. Monitors the project from initiation through delivery including planning, directing schedules, and managing budget/financial performance. Organizes cross-functional activities, ensuring completion of the project i.e. product on schedule and within budget.

  • Expert professional level – may lead complex projects and use significant internal and/or external resources to accomplish goals. As a senior-level professional, can propose solutions for improving or optimizing processes, programs, and procedures. The position requires a professional degree with a broad knowledge of several professional disciplines and typically 10 years of related experience.

  • Essential Duties and Responsibilities

  • Direct all phases of the program from requirements analysis, and initial planning through all phases to successful product delivery and ensure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded

  • Manage the human, financial, and operational resources necessary to meet contractual and company-related obligations of the project to ensure profitability

  • Handle prototypes or high-risk projects and contribute to activities related to strategic product line process and product improvement

  • Develop and manage a project management plan for unique and complex projects

  • Establish and manage goals and objectives for unique and complex projects of major financial impact

  • Provide day-to-day leadership for team members

  • Recommend and participate on improvement initiatives

  • Responsibilities will include, but are not limited to:

  • Develop procedures and guidelines for executing project management activities

  • Support identification of deficient areas in customer’s technical specifications and suggest new technical solutions

  • Direct multiple projects, simultaneously involving a variety of resourcing, scheduling, subcontracting and other project management activities

  • Negotiate terms and conditions of subcontract and work share agreements

  • Resolve project work/schedule problems by reprioritizing activities

  • Act as primary liaison with customers on project matters including negotiations and securing customer acceptance

  • Support technical, cost, and schedule aspects of proposals

  • Implement project work breakdown structure

  • Coordinate technical activities of the project

  • Make recommendations regarding recruiting and other human resources activities (e.g., performance review) for project administrators

  • Develop/capitalize on opportunities for contract amendments and/or side contracts to extend project scope, solve scope/financial problems, or improve fixed-price financial returns by reducing costs

  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise

  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives

  • Maintain program financial forecasts, report progress to financial objectives

  • Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on the resolution of contractual problems with customers. Coordinate with the contracts manager on issues pertaining to contract requirements, changes, and interpretations

  • Ability to clearly communicate program status, issues, risks, opportunities, and plans to internal senior management

  • Ensure coordination across multiple programs and/or projects and with other product line leads

    Qualifications and Education Requirements 

  • Bachelor's degree, master’s degree preferred

  • Minimum 7 years of program management-related experience within DoD contracting required

  • Minimum 5 years of defense simulation experience preferred

  • PMI Certification preferred

  • Successful track record in managing complex defense programs as a prime or subcontractor to a domestic or foreign military organization

  • Must be a dynamic and energetic leader that involves other team members in the decision-making and change process

  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis

  • The position requires coordinating and working with cross-functional teams

  • Strong communication skills to advise team members and senior management on status and/or actions

  • Microsoft Office Suite skills, including PowerPoint, Excel, and Project

  • High-energy and self-driven individual who can “make things happen” without a large support organization to depend on daily and knows how to manage his/her time wisely

  • A personality style that is team-oriented and has the success of the customer, program, organization, and business as his/her main objective

    Preferred Skills

  • Active Secret security clearance preferred, Secret clearance issuance within a reasonable time after commencement of employment is required - DoD.

    Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

    Work Environment and Physical Demands

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Ability to travel, nationally or internationally, possibly for extended periods of time.

  • Work will primarily be performed in an office environment.

  • Ability to work effectively from home and locations remote to CAE USA Headquarters for extended periods.

  • Ability to work autonomously.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

May at times be exposed to the following conditions: extreme heat and cold, airborne particles, and loud noises.
