Position Description The Anoka County Information Technology (IT) department is dedicated to delivering cost-effective technology solutions in partnership with County Divisions, Departments, Offices, local jurisdictions, and the public. Our mission is to align technology strategies that support the needs of Anoka County and its communities. We are seeking a dynamic leader to drive innovative solutions and guide complex projects where analysis and strategic thinking are essential. This role requires deep knowledge of county objectives, current trends in technology, and expertise in business systems analysis, application development, and software quality assurance to deliver secure, scalable, reliable business applications to internal and external stakeholders. This is a full-time, exempt, hybridposition. Interviews will take place the week of October 7th, 2024 for those selected to move forward in the hiring process. Advancement/professional development opportunities. Work Location This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Manager, IT Business Systems. Develop and implement strategic vision for application development and integration. Provide vision and leadership regarding designing and developing solutions for application development and integration to modernize legacy systems and application structure. Manage and own the county's application portfolio. Collaborate with business partners, executives, and stakeholders to enhance key areas of application development such as system and data integration, content management, and SDLC. Develop short and long-term plans for technology projects from inception through implementation. Evaluate and recommend new technologies, tools, and methodologies to suit the county's business needs. Manage the department budget and establish policies, procedures, and standards. Design and oversee the architecture of applications to ensure security, scalability, efficiency, and integration with other systems. Ensure the security of applications, implement security protocols, and monitor systems to protect sensitive data. Manage three teams: Business Systems Analysts, Application Developers, and Quality Assurance; Provide direction to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county. Qualifications and Req irements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 6 years (2,080 annual hours) of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Degree in computer science, business information systems, information technology, or related field. Job-related experience with application development technologies (Microsoft .NET, Java, ERP, Cloud (Azure) platforms, etc.) Experience leading teams and creating positive and productive work environments. Physical Demands and Work Conditions Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
