The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a visionary human resources professional who is a highly skilled leader to serve as our next Labor Relations Manager (DOT Executive IV) . The Labor Relations Manager will direct or participate in a variety of traditional labor and employee relations activities to include but not limited to: collective bargaining activities including negotiations, labor-management meetings, grievance handling, training and/or dispute resolution matters.
Core competencies:
Participating and coordinating activities related to negotiating various Memoranda of Understanding (MOUs), side letter agreements, etc.
Synthesizing data to reach conclusions on proposals that are put forth by either side.
Providing advice and guidance to the various departments in MDOT on collective bargaining matters, including the interpretation of contract language, to ensure consistent application of contract terms as appropriate.
Developing and conducting training programs related to employee and labor relations policies, procedures, and grievance processes.
Providing guidance to managers and employees on counseling, discipline, performance management, policy interpretation, grievance procedures, union contract compliance, and other employee/labor relation matters.
Serving as the delegated representative of the Secretary of Transportation for Second Step grievance appeals and disciplinary action appeals.
Negotiating the dispositions of grievances or disciplinary actions appeals (e.g., stipulated agreements, withdrawal of charges for termination and resignations) with Represented employees and Attorneys.
The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
PREFERRED QUALIFICATIONS:
Education: A bachelor’s degree with major coursework in public administration, human resources, business administration, employee relations, industrial psychology, or a related field.
Experience: Five (5) years of progressive professional human resources experience in the area of Labor/Employee Relations, including managing the progressive discipline process for an agency or organization, to include conducting investigations, facilitating investigatory, mitigating, and disciplinary meetings, facilitating settlement conferences, and defending progressive disciplinary actions in administrative or legal hearings.
The ideal candidates will possess:
SHRM or PHR certification.
Experience working with unionized transit and transportation agencies.
A positive and enthusiastic change-oriented attitude focused on the needs of the agency.
Strong communication (written, verbal, and non-verbal) skills that can speak effectively in a diverse working environment.
Strong independent decision-making and judgment.
A Juris Doctorate from an accredited law school.
Experience with highly complex employee relations issues that have multiple impacts.
