Summary

BASIC FUNCTION AND RESPONSIBILITY

Direct and coordinate all activities related to the response to external audit activities, appeals, and denials. Work with stakeholders to create proactive systems that will reduce the risk of future denials. Oversee the operational functions that require a comprehensive knowledge of organizational development and processes including; Birth Certificate (Vital Statistics) and Compliance & Auditing units. Support the appropriate disclosure of protected health information through health information exchange in accordance with federal and state law and UMHS policy. Primary activities are performed independently but in consultation with the Senior Manager.

What You'll Do

LEADERSHIP

Provide leadership for the Birth Certificate completion process and ensure timely data collection and data submission to the State of Michigan, according state and federal requirements.

Oversee all aspects of the Compliance and Auditing process, including all Recovery Audit Contractor activity and internal requests for production of medical records from partners, including Office of General Counsel, Patient Relations & Clinical Risk, and Revenue Cycle / Billing / Utilization Review. Ensure timely response to all auditing and records release timelines. Identify trends and institute processes to reduce future claim denials and delays in request response.

Provide leadership in problem identification, data collection and analysis, and workflow review with the development of corrective actions as needed.

Serve as an expert resource to staff to identify issues and find innovative ways to use the various systems efficiently.

Demonstrate a commitment to learning and maintaining currency on regulatory requirements and industry best practices and is a resource for others within the organization.

Provide leadership in the development of unit-specific quality, productivity and efficiency metrics which recognize both ?current state? as well as establishes benchmarks for ?future state? performance.

Provide leadership representation on institutional committees as it relates to assigned units.

Provide leadership for and actively participate in departmental and institutional activities and programs.

PROCESS EXECUTION - OPERATIONS

Coordinate all activities related to the Birth Certificate unit to ensure compliance with regulatory, MDCH, Washtenaw County, and Michigan Medicine Policies; including tracking and reporting of immunizations and other required elements.

Identify and report system deficiencies/enhancements, provide supportive data/information, and recommend actions for improvement as needed.

Conduct in-depth workflow analysis in assigned areas to improve efficiency and accuracy.

Plan, develop, revise and implement programs, policies and procedures for assigned units.

Set productivity and quality standards for staff and provide monthly reports to HIM Leadership.

Manage access, disclosure, use, and control of protected health information.

Develop and maintain professional relationships with colleagues and staff within the HIM department and organization to promote mutual understanding and respect.

Work within the department, across the organization, and with clinical and senior leadership to develop working partnerships and meet organizational goals relative to assigned units.

Design requirements, criteria, and metrics to meet the end users? needs for analysis and interpretation of health information and statistics for medical records research and review, birth certificates, compliance and auditing, and other assigned areas of responsibility.

Demonstrate consistent use of LEAN methodology for problem analysis and improvement.

Think strategically and broadly when identifying issues and developing potential solutions.

Anticipate potential areas of concern and initiate tracking procedures.

Exercise independent judgment in determining the most efficient and effective way to achieve desired objectives and in recommending alternative options to situations without precedent.

Participate in multidisciplinary process improvement initiatives focused on identifying root causes and correcting improper or ineffective processes, improving compliance and enhancing staff competency.

Required Qualifications*

  • Bachelor?s Degree in Health Information Technology, Health Information Management, or relevant area of study is required.

  • 3-5 years of progressively more responsible experience in a health information management or appeals / revenue cycle billing department is required.

  • 1-2 years of supervisory experience is required.

  • 2 or more years' experience in analyzing and interpreting data in a healthcare-related field is required.

  • Maintenance of professional certification (as applicable) and American Health Information Management Association (AHIMA) membership required. Knowledge of standard medical terminology, anatomy and physiology is required.

  • Knowledge of medical terminology, medical treatment methods, pharmacology, patient care assessment, medical documentation requirements, data collection techniques is required.

  • Demonstrated ability to collect and analyze medical information is required.

  • Demonstrated customer focus and the knowledge and skill to identify, meet, and evaluate customer expectations is required. Broad customer service experience with patients, families, physicians, and executive leadership is required.

  • Ability to work independently or in a team with minimal supervision required.

  • Strong communication skills for interactions with clinicians and staff required.

  • Logical, analytical, and organized, able to reprioritize work quickly and efficiently is required.

  • Ability to work in a fast-paced environment under multiple pressures and deadlines is required.

  • Knowledge and understanding of HIPAA and state laws regarding releasing protected health information is required.

  • Demonstrated critical thinking and analytical skills to understand root cause issues and how best to display information that is useful in creating opportunities for improvement with particular focus on clinical documentation improvement to support regulatory requirement is required.

  • Ability to present findings both verbally in writing, clearly and succinctly, to a variety of stakeholders in clinical, business, and executive environments is required.

  • Experience using an electronic health record (EHR) application is required.

Desired Qualifications*

  • Registered Health Information Administrator (RHIA), Registered Health Information Technician (RHIT) or equivalent professional certification is desired,

  • Experience using UMHHC information systems / applications (i.e. Epic MiChart, MyUofMHealth Patient Portal, Epic CareLink Provider Portal, etc.) is desirable.

  • Masters? degree in Health Information Management, Health Care Administration, Public Health Administration, or similar field is desired.

  • LEAN healthcare certification is desired.

  • HIMSS membership is desired.

SUPERVISION RECEIVED

Direction is received from the Senior Manager of Health Information Exchange and Compliance, Health Information Management.

SUPERVISION EXERCISED

Functional and administrative supervision is exercised over Health Information Analyst Staff.
