Responsibilities PRIMARY PURPOSE: To serve as a Senior Program Manager and Program Element Manager (PEM) for the International Affairs (IA) Branch, as well as fulfill branch chief responsibilities as needed, HQ Air National Guard (ANG) A3/l0; to develop, plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment, maintenance, and quality assurance in Foreign Military Sales (FMS), security cooperation directives, resources, and responsibilities. DUTIES: Program Management support to the A3/10 Directorate with overseeing, planning, and organizing security cooperation assistance programs, International Affairs and Foreign Military Sales (FMS) policies, for Air National Guard units. Apply Air Force and Air National Guard military operational program expertise and develop, interpret, and implement policies and procedures to provide planning, programming, and budget guidance. Provides policy oversight, management, direction, to all assigned Unit disclosure activities as the senior ANG Command Foreign Disclosure Officer (FDO). Processes, and tracks unit foreign visit requests through close coordination with Defense Security Cooperation Agency (DSCA), Secretary of the Air Force International Affairs (SAF/IA), Headquarters Air Education and Training Command (AETq, and ANG Wings under the Arms Export Control Act (AECA) and the Export Administration Act (EAA). Serves as primary Program Element Manager (PEM) for ANG IA Programs; State Partnership Program (SPP) for 78 SPP partner nations, Military Reserve Exchange Program (MREP) and FMS Training Programs. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Serves as the primary communications conduit to ANG Senior leadership for security cooperation activities. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, NGB Joint Staff, and DoD offices to integrate Air Force SPPBE system support into Air National Guard security cooperation actions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Special Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Professional and Scientific Positions- Foreign Affairs Series (0130) BASIC REQUIREMENT: Education: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. For qualifying experience at the GS-12 or above click here to view occupational requirements for this position: AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants meet the basic requirements for the GS-0130-13 or above and I have at least one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sector). Examples of specialized experience include mastery of advanced management and organizational principles and practices with in depth knowledge of a wide variety range of planning, programming, and budgeting regulations, guidelines, and policy to provide SPPBE support to AF security cooperation efforts; thoroughly knowledgeable on Congressional Committees, especially the House Foreign Affairs Committee and the Senate Foreign Relations Committees, to receive, evaluate, and respond to Congressional inquiries on policy and funding for SPP and other NGB programs throughout the Congressional hearing cycle and ad hoc inquiries from committees and members; knowledge of DOD, USAF, ANG and organizational policies, goals, objectives, and directives as applicable to a number of diversified and complex directives associated with International Affairs and partnership programs, the Security Assistance Program and the Foreign Military Sales (FMS) program, executed by the DOD under the Auspices of the U.S. Department of State; comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (SPPBE) and thorough knowledge of Air Force, National Guard and Air National Guard program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Broad knowledge of fiscal law and applicable Federal Acquisition Regulations for purposes of obtaining and executing contracts; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and programming actions as related to actual/future-years events; knowledge in analyzing and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions; and knowledge of the working of foreign governments, the nature of their military and civilian governmental structures, and the culture and political dynamics influencing them. Understanding of parliamentary systems common in European and other governments as well as the understanding of Head of State and Head of Government interactions and nuances as well as policy and legal implications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the organizations, programs, functions, missions, and command relationships between DoD, AF, and the Army and Air National Guard under Titles 5, 10, and 32 of the United States Code, as well as methods for developing budget forecasts, cost projections. financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of DOD, USAF, ANG and organizational policies, goals, objectives, and directives as applicable to a number of diversified and complex directives associated with International Affairs and partnership programs, the Security Assistance Program and the Foreign Military Sales (FMS) program, executed by the DOD under the Auspices of the U.S. Department of State. Knowledge of procedures for the development, coordination and transmission of planning for the formulation of Letter of Offer and Acceptance (LOAs)to include cost, schedule, and availability of DOD contractor provided training. Skill of diplomacy and tact to build and maintain effective working relationships within and outside the organization including our partner nations, communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning completeness, readiness to begin/end, efficiency, and effectiveness of Air National Guard execution of security assistance programs and activities. Ability to analyze and evaluate the effectiveness of assigned country training programs and to formulate and recommend courses of action providing necessary training within the planned program for the international customer to meet mission requirements.
