Job Description:
L3Harris is seeking a Specialist, Subcontracts as it continues to develop and establish a foothold in the rapidly growing market space for Maritime Integration. This role is an integral member of the cross-functional team, responsible for supporting Subcontract acquisition activities from the proposal stage through Program award and execution. The acquisition value stream includes requirements definition, sourcing, negotiation and definitization, acceptance and subcontract close-out.
This position reports to the Senior Manager, Subcontracts.
Under general supervision of the Senior Manager, lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution for small to mid-sized subcontracts. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
Manage Subcontractor cost, schedule and technical performance, and ensuring that L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
Establish major contractual milestones, such as preliminary and critical reviews and other schedule goals. Responsible for initiating corrective action measures when necessary.
Apply ingenuity and innovation to develop solutions to complex subcontract problems, identify areas for performance improvement, and cost reduction.
Develop and maintain working relationships with cross-functional partners. (i.e. Contracts, Program Management, Engineering, etc.)
Provide timely and accurate subcontract status to L3Harris Management.
Identify process improvements and work with management to facilitate implementation within department.
Effectively plan L3Harris Furnished Material requirements, supplier evaluation and selection, placement of subcontracts for materials, services and equipment, and for the conduct of supplier relations resulting in successful support of business objectives.
Draft and negotiate contract vehicles including Subcontracts, Letter Subcontracts, and non-disclosure agreements for small to mid-sized subcontracts.
Essential Functions:
Motivated self-starter with an understanding of the Subcontracts Process Flow.
Ability to successfully navigate tactical issues with some degree of autonomy, while consulting witth leadership on matters of strategic program importance as needed.
Ability to communicate effectively with a wide array of professional levels and functions.
Manage program budgets and explain variances in monthly performance. Additionally, ability to generate spending plans, payment forecasts, and variance reports.
Ability to navigate FAR/DFARS regulations and internal procedures for compliance; International experience (DCS/FMS).
Support Small Business Initiatives.
Ensure budget, sales forecast, and EVMS performance is met.
Perform other duties as assigned, including work in other functional areas such as Contracts to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.
Domestic/International travel may be required up to 10% of the time.
Qualifications:
Requires proficient knowledge of job area typically obtained through advanced education combined with experience.
Bachelor’s Degree and minimum 4 years of prior relevant experience, or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.
Experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts
Attention to detail with strong organizational skills.
Preferred Additional Skills:
Experience in managing various types of small to mid-sized subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts
Lean Six Sigma experience
Experience working in a matrixed organization
Secret clearance preferred, but not required
Proficient in Microsoft Suite of Products
Strong verbal and written communication skills
In compliance with pay transparency requirements, the salary range for this role is $61,000-114,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
