Contextual background

In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari camp) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.

Job Overview/Summary:

The Senior Finance Officer plays a key role in supporting the financial management and operations of the country office, ensuring compliance with donor requirements and IRC standards. Responsibilities include assisting with the preparation and update of the annual operating budget, developing new donor proposals, and providing detailed budget revisions. The Senior officer prepares monthly Budget Versus Actual (BVA) reports, analyzes spending, and works closely with program and operations teams to ensure accurate financial management. Key tasks also include overseeing grant management, donor financial reporting, and budget tracking, as well as conducting regular financial reconciliations and preparing payroll and accounting entries. The role involves providing training on budget management, donor regulations and financial processes.

Key Responsibilities:

Country Office Annual Operating Budget

Participate in preparing the Fiscal year Budget following the IRC standard format to meet the required deadlines.

Update the budget for the Fiscal year. It will guide new donor proposals and help with timely management decisions during program changes.

Provide recommendations for funding shortfall and / or coverage for each component.

New proposal Development

Prepare new donor budgets and cost proposals.

Prepare detailed grant budget revisions, covering all costs accurately and avoiding under/over budgeting, using the IRC's and donor budget formats.

Grant Management & Reporting

Prepare the monthly Budget Versus Actual (BVA) reports and distribute on time.

Provide monthly analysis for Finance Manager per grant after each month closing and provide recommendation for the budget holders to ensure accurate grants' spending.

Review the budget spending plans and advise relevant staff on spending status and ask for feedback on all over/under spending.

Prepare and update spending plans for all active grants in coordination with the appropriate budget holders.

Review and update the commitments lists from Supply chain, Admin& Human Resources to be included in monthly BvA’s.

Participate in the periodic Grant review, opening and closing meetings and present the spending status.

Provide support and feedback to Operations and Program Coordinators and Managers for all questions regarding the BVAs.

In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records and posting into SUN system.

Preparing Donor Financial reports for all grants for review by the Deputy Director Finance. Make sure the reports are following donor reporting formats and timely submitted as per contractual requirements.

Provide analysis of grants spending plan vs. actual spending.

Review PRs and advise charge codes.

Follow up / make sure that all budgets are uploaded on the BVA in the accurate way and according to donor format

Analyzing, monitoring and reporting/addressing all budget excesses

Track the spending on support costs and provide quarterly analysis for the purpose of any budget amendments or new budgets.

Accounting Responsibilities

Compliance check of finance documents/transactions for payment to ensure that all payments are approved as per the authority Matrix. Also to make sure that all payments are processed within 3 working days.

Focal person for per Diem and Consultant payments. To ensure that these payments are processed within 5 working days.

Prepare the Expat payroll JV every month and JV is ready by the 6th of every month.

Prepare the allocation for all staff every month.

Prepare the intercompany report every month.

Prepare the balance accounts Month-end report every month.

Prepare the PJ & PF pools /allocation on a monthly basis.

Deal with HQ communications as instructed by the supervisor.

Follow up on the PRTS with the concerned staff from SC and other departments on closing grants to ensure all expenses have been captured and reported.

Update Balance sheet reconciliation by 12th of every month and ensure that there are no long outstanding balances, and the justification is provided along with the expected clearance date for outstanding balances.

Participate in the monthly closing by supporting the finance manager for any task required.

Prepare accruals JVs for the month closing.

Review of the national staff payroll on a monthly basis

Overtime check and JV preparation every month.

Perform any other related task assigned by the supervisor(s).

Staff Training

Assist the Finance Manager in conducting regular training sessions in Amman and other IRC field offices on Budget Management and donor regulations to Program, Operations and Finance staff in close coordination with Grants Coordinator.

Key Working Relationships:

Position Reports to: Senior Finance Coordinator

Indirect Reporting: Finance Manager

Internal: Senior Finance Coordinator, Grants Team, as well as other Finance, Program and support unit staff.

External: External to the Country Office: The Sr. Regional Controller, UK Office, IRC’s Program Field Coordinators and Program & Finance staff in other IRC offices managed through IRC Jordan office.

Qualifications

Job Qualifications:

Education:A bachelor’s degree in accounting, Business Administration, Commerce or Finance, or equivalent technical training certificate in accounting.

Work Experience:3 – 5 years of relevant working experience of accounting, budget preparation, budget management and financial reports is a requirement. This job requires strong analytical skills to be able to make logical and strategic budget decisions.

Demonstrated Skills and Competencies:

Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs

Must be able to function effectively in a complex work environment, setting appropriate priorities and manage competing priorities and pressure.

Able to communicate efficiently (written and verbal) in English.

Time management and interpersonal skills.

Excellent computer skills.

Ability to carry out responsibilities independently with minimal technical support

Working Environment:This post will be based in Amman Office

Language Skills:Fluency in Arabic and English required.

Working Environment:This position is based in Amman with field visits to program areas. The security situation in the IRC intervention areas is calm and the security department of IRC shares regular security updates to keep the management and staff advised about the new developments.
