Agriculture, Rural Development Administrative Officer in Amherst, Massachusetts
Summary This position is located in the USDA, Rural Development, Massachusetts State Office. The Administrative Officer provides support on a variety of issues that cross program and administrative lines. Responsibilities Serves as an advisor on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget and fiscal management, management analysis and general administrative functions. Works with management officials to develop and implement position management and staffing plans. Serves as a Contracting Officer’s Representative (COR) monitoring performance and providing technical guidance to the contracting officer. Ensures the State operates efficiently and effectively in the areas of information technology (IT) planning, procurement, installation, maintenance and physical security of IT equipment for the organization. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates experience collaborating on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State office programs. Experience in business management and administrative matters involving human resources management, contracting and procurement, budgeting, and fiscal management. Advise manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyze reports on workload, by program and activities to advise management of trends. Experience carrying out special projects related to the operations of the organization. Conduct studies and recommend ways to improve work methods, staff utilization, communication, and overall productivity. There is no education substitution for the GS-13 grade level.
