Summary The position functions as a Metered and Express Mail Clerk in the Logistics Service Line. Incumbent provides support to the Amarillo VA Health Care System and CBOCs. Responsibilities Duties may include but are not limited to: -Utilizes electronic signature tracking system on all incoming packages for tracking purposes -Receives and separates facility internal mail for redistribution within the facility from mail to be delivered externally. -Follows all Federal guidelines when sorting mail, assessing all incoming mail and packages for threats; reacting immediately and appropriately to any unidentified substances or hazards. -Prepares outgoing mail for processing by sorting into accounting groups, sub grouping by class of service and further sorting by machinability, only after completion of sorting may mail then be metered. -Provides reports utilizing the Simplified Mail Accountability Reporting Tool (SMART) and assists Contracting Officer Representative (COR) of express mail contract in reviewing invoices for accuracy. -Sets up, operates, and monitors the letter folder to stuff the letters into correct envelopes, ensuring that the address is showing in the proper placement of the window envelope. -Assisting material handlers with receiving duties and delivering office supplies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge regarding proper address formatting; Understanding of mail classes and special mail services; Understanding of the Privacy Act of Freedom of Information Act requirements as they apply to employee and patient name and address information. Ability to utilize a variety of programs to access mail/package reports. NOTE: General experience includes progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of education above high school. You must have an combination of specialized experience and education beyond high school. Physical Requirements: The position places several physical demands upon the incumbent. Delivery routes require walking and traveling outside between buildings in all types of weather. The incumbent is required to move wheeled postal hampers weighing up to 80 pounds. Incumbent is required to individually lift and place parcels weighing up to 50 pounds and, with assistance, parcels weighing up to 70 pounds. Work requires standing and walking for extended periods. There is also some physical exertion necessary to set up, operate, and monitor the operation of reproduction equipment. Incumbent lifts, on a recurring basis, a variety of moderately heavy materials and supplies. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
