We are seeking an experienced CONSTRUCTIONPROJECT ANALYST/APM for a full-time assignment with travel between Amarillo and Lubbock for meetings once a month.

Job Description

The Construction Project Analyst/APM will serve as the lead project manager for a newly constructed replacement hospital in Amarillo, Texas. It will provide an oversight of the design, construction, and completion of this project. This position provides ongoing direction/oversight of the teams which includes agency staff and contractors (architects, engineers, and the general contractor). This position will also be a contracted project manager. This position works to ensure good communication, coordination, and planning with agency executives, local contractors, and local facility administrators.

The Civil Construction Designer performs high quality, senior-level managerial work providing direction and guidance in the development, planning and execution of the assigned project. In collaboration with agency executives and management team, establishes the overall plan, goals and objectives for the project(s); reviews guidelines, procedures, rules, and regulations; establishes priorities, standards, and measurement tools for determining progress in meeting goals; coordinates and evaluates project activities; and reviews and approves project submissions including payment draws.

Essential Job Functions

(35%) Planning and Oversight: Plans, develops, and approves schedules, priorities, and standards for achieving project(s) goals and completion schedules. Develops, reviews, and approves project(s) budgets and change orders and directs evaluation activities related to project completion and projections. Reviews ongoing project(s) activities and compares guidelines, procedures, rules, and regulations; and monitors compliance to such.

(35%) Acts as Owner's Representative for the development of assigned new hospital project(s). Develops and establishes goals and objectives throughout all phases including design, construction, inspection, final completion and closeout. Plans, develop, implements, coordinates, monitors, and evaluates policies and procedures to be used during assigned project(s) progression from planning to occupancy. Develops and implements techniques for evaluating program activities throughout project(s) life. Identifies the need to revise project management activities as needed.

(30%) Collaboration and Documentation: Schedules and attends regular project meetings with all involved project parties and maintains accurate up to date project plans, change documentation, meeting notes, project status reports, project timeline projects.

Knowledge Skills Abilities

Knowledge of commercial construction principles, techniques, materials and procedures.

Ability to understand and apply construction contracting requirements

Knowledge of basic project management practices applicable to complex projects

Ability to understand and apply critical codes/regulatory requirements including: Life Safety Code requirements and Texas Accessibility Standards.

Ability to recognize and respond to hierarchy in overlapping codes and regulatory requirements.

Skills in establishing plans and setting objectives and goals that support project management, scheduling and an overall business strategy.

Skills in creative problem-solving, communication and coordination in complex collaborative project(s).

Ability to effectively manage complex planning and management activities, including the review of plans and specifications and the ability to provide written comments o work prepared by architects and engineers.

Ability to direct and organize overall project activities; to establish goals and objectives; to identify problems, evaluate alternatives, and implement effective solutions.

Ability to establish and maintain effective working relationships with staff, design professionals, management, facility personnel, public officials and managing outside partners.

Registration Or Licensure Requirements

Current and valid Texas Drivers' License.

Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), or architect or engineer licensed by the State of Texas.

Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire.

PAY: $60K - $65K

  • The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required. Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.
