    Job Description

    Title: Chief Operating Officer (Human Resources) Qualifications:

  • A Master’s degree in human resources or a related area is required.

  • Thorough knowledge of employment-related laws and regulations.

  • Deep understanding of and experience with contract negotiations, disputes and investigations, and employee discipline.

  • Experience in working with senior-level administration.

  • At least three years of human resources management experience is required.

  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

    Reports to: Superintendent Job Goal: Serve as a senior executive providing the leadership, management, and vision necessary to ensure the district has effective operational controls and human resources programs to support its growth and achieve its mission and vision. Performance Responsibilities:

  • Administer or oversee the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.

  • Demonstrate effective leadership through collaboration and communication to maintain and enhance the learning and working environment for all students and staff.

  • Directly supervise organizational administrators for Buildings and Grounds, Food and Nutrition Services, Transportation, Energy, and Community Relations; and partner with the Chief Financial Officer in the direct supervision of Benefits and Payroll.

  • Provide leadership to department directors in Transportation, Buildings and Grounds, Food and Nutrition Services, and Community Relations in creating and maintaining budgets while staying within budget constraints.

  • Collaborate with the superintendent and district leaders to set goals and drive operations strategies.

  • Analyze internal operations and identify areas for process improvements.

  • Implement program strategies and plans that align with the short- and long-term objectives developed by the district’s board of directors and leadership team.

  • Develop, implement, and manage operational policies and procedures.

  • Collaborate annually with the Chief Financial Officer to review state funding and determine staffing projections and needs.

  • Ensure compliance with national and state regulations (i.e., OSHA, FLSA, etc.) and take appropriate action when necessary.

  • Maintain a working knowledge of state policies and the impact of proposed legislation on the district's operations.

  • Provide leadership and support for district leaders in recruitment, hiring, training initiatives, performance review, progressive discipline, effective communication strategies, and investigating personnel issues of classified and professional staff.

  • Represent the district in employment-related matters, conducting workplace investigations when necessary.

  • Represent the district in staff workers’ compensation claims, unemployment issues, disputes, and hearings.

  • Direct the issuance of contracts or letters of intent for all classified and professional staff.

  • Process all FMLA requests.

  • Coordinate with the district’s technology office to ensure proper operation of human resources databases and application systems.

  • Serve as chief negotiator for the District in salary negotiations with the American Federation of State, County, and Municipal Employees (AFSCME) representatives.

  • Lead in all matters of labor relations with AFSCME classified staff for investigation and resolution of complaints or grievances.

  • Collaborate with the Community Relations Coordinator in planning recruitment initiatives, including radio ads, billboard advertisements, social media recruitment campaigns, etc.

  • Collaborate with the Community Relations Coordinator and Superintendent to respond to media requests promptly.

  • Provide leadership to the district’s Energy Manager in systematically analyzing, reporting on, and improving energy resource conservation.

  • Serve as a member of the Superintendent’s Cabinet.

  • Participate in and attend Board and regular meetings of the superintendent’s staff.

  • Other duties as assigned by the superintendent.

    Terms of Employment:

  • Employed on a twelve-month basis.

  • Salary and fringe benefits set by the Board of Education
