Job Summary

To serve as the senior leader and manager for the Mark Center Base Operations Support (BOS) Program. Incumbent oversees and executes the supervision of all employees, facilities, equipment, material, supplies, and technology to deliver outstanding Facility Operations, Maintenance, Repair, and Logistics services with a constant emphasis on stewardship of resources and relentless focus oncontinuous improvement. Directly responsible for all related financial and contractual matters. Maintain positive professional relationships with Government personnel and open productive communication with ServiceSource, Inc. (SSI) corporate personnel.

Primary Duties

  • Program Management - Provide effective leadership and establish a positive productive work environment for over 230 personnel to deliver comprehensive top rate facility management services for the Mark Center; a $1 billion LEED Gold-certified Department of Defense (DOD) facility that furnishes 1.8M square feet of office space for over 6400 DOD personnel. Serve as lead Executive for various Mark Center BOS Working Groups. Actively collaborate with senior managers from Source America, ServiceSource, Washington Headquarters Services, Pentagon Force Protection, and other contractors to ensure top quality operation, maintenance, and repair of all Mark Center Campus facilities. Deliver industry leading performance in all areas of Base Operations. Support by maintaining a constant emphasis on cost effectiveness, sustainability, functionality, productivity, safety, security, and continuous improvement. Directly supervise five personnel.

  • Business Operations - Meet all financial objectives associated with the Mark Center Contract. Accurately forecast revenues and expenses within +/- 5% via spending plan and forecast. This goal will be adjusted for unpredictable line items like snow events or volume of Indefinite Delivery Indefinite Quantity (IDIQ) work.

  • Contract Performance / Customer Satisfaction - Continuously strive for full 100% compliance with all Mark Center Performance Work Statement (PWS) and Performance Requirements Summary (PRS) requirements. Meet deliverables on time and respond to all government requests/communications promptly. Maintain greater than 90% customer satisfaction rate as determined by the enterprise voice of the customer report.

  • Serve as lead for contract negotiations - Continuously review the PWS to ensure the revised PWS is clear, unambiguous, and complete, and that fair and reasonable performance measurement criteria are included in the Performance Requirements Summary (PRS). Continually validate these documents. Successfully negotiate contract pricing that ensures SSI is adequately protected against risks associated with FFP contracts.

  • LEED / Energy Management - Continue work to sustain LEED Gold status for Existing Buildings Operations and Maintenance (EBOM). Carefully manage to conserve energy and operate at highest efficiency levels as per the Mark Center PWS and the associated BOS Energy Management Plan. Meet requirements of WHS participation in energy sharing program.

  • Seek opportunities to add scope and jobs to existing contracts.

  • Enhance MEP operations by developing and implementing a robust quality assurance program for all MEP activities.

    Additional Responsibilities

  • Organizational Shaping – Ensure proper staffing at all times to sustain superior service delivery. Negotiate with the Government to shape the workforce as required. Fill vacancies in a timely manner to avoid financial penalties and provide for sustained superior service delivery.

  • Computerized Maintenance Management System (CMMS) Transition – Continue to fully develop the Maximo CMMS with particular emphasis on PM scheduling, Mobile Work Management, Inventory Management, and Purchasing.

  • Equipment Calibration – Sustain effective/efficient calibration program for Mark Center equipment that incorporates industry best practices.

  • Performance Measurement – Produce and distribute meaningful reports to WHS leadership, SSI leadership, and SourceAmerica to maintain appropriate visibility on the outstanding levels of service delivery SSI provides at Mark Center. Reports should include Monthly Quality Status Report, Quarterly Program Management Review, Quarterly Executive Dashboard, Quarterly BOS Team Accomplishments … to name a few.

  • Morale – Hold quarterly Town Halls and other team-building events to provide the workforce periodic updates on the overall BOS program and to formally recognize and reward outstanding performers.

  • Implement leadership development and mentoring program in accordance with Executive VP, Operations’ guidance.

  • Upon request, provide support for various business development opportunities that SSI pursues.

  • Perform other responsibilities as assigned.

    Qualifications: Education, Experience, and Certification(s)

  • Bachelor’s degree in engineering discipline and minimum 12 years related experience required OR master’s degree in engineering discipline and minimum 9 years related experience required.

  • At least five (5) years of general supervisory experience managing a project of this size and scope and must have at least seven (7) years of specific management experience in facilities and building maintenance and management and logistics operations.

  • Prior experience as a Facility/Public Works Manager required.

  • Prior experience with Government contracted operations strongly preferred.

  • Current TS/SCI clearance or ability to obtain is required.

  • Professional Engineer (PE) license strongly preferred.

    Knowledge, Skills, and Abilities

  • Proven experience in high volume/fast paced environments. Demonstrated excellent Program and Project Management Skills.

  • Proactive in gathering and analyzing data to drive timely, prudent business decisions.

  • Knowledgeable in Microsoft Office Products (Word, Excel, Outlook, PowerPoint), Various Databases, Computerized Maintenance Management Systems, and Building Automation Systems.

  • Strong knowledge of BOS services including providing mechanical, electrical, plumbing, custodial, IDIQ, customer service, conference center, grounds, logistics, and subcontractor management services.

  • Ability to read and interpret administration manuals, contract manuals, and corporate policies.

  • Ability to speak effectively before groups of customers and employees of the organization.

  • Excellent customer service skills.

  • Must be highly organized and detail oriented.

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet.
