Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Primary point of contact for policy development and analysis of community and public engagement activities and outcomes regarding military life topics within the Department of Defense (DoD). Govern a broad range of outreach and engagement strategies addressing the quality-of-life needs and challenges of service members and their families. Coordinate marketing and outreach activities to ensure consistent alignment of effort and messaging. Facilitate and support meaningful stakeholder connections and engagements to work toward furthering stakeholder understanding of military life challenges and the benefits, services, programs and resources available to support the military community. Plan and coordinate a wide variety of community and public engagement activities, sponsored events and initiatives. Manage requests and identify speaking engagement opportunities to elevate priorities, policies, resources and services in the U.S. and around the world. Plan, execute, and finalize community and public engagement projects according to strict deadlines and within budget. Present and defend proposed and existing communication and online content program efforts. Prepare decision briefs, action memos, and other pertinent material and data to facilitate decision making; prepare speeches and presentations for delivery by DoD officials. Specialized Experience for the GS 13: One year of specialized experience which includes analyzing outreach and media engagement activities, collaborating with stakeholders to address the needs of communication programs, overseeing production of communication materials, and reporting on the execution of marketing and/or outreach activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Specialized Experience for the GS 14: One year of specialized experience which includes developing outreach and media engagement strategies, measuring the effectiveness of outreach and media engagement program operations, evaluating and/or developing outreach and/or media engagement policy, implementing community and public engagement plans, and developing online and/or traditional outreach products and materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications and Media Interpersonal Skills Message Development Planning and Evaluating Strategic Thinking Written Communication Time in Grade Requirement GS 13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Time in Grade Requirement GS 14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). A writing sample may be required by management within the interview process. Education Additional Information Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Multiple positions may be filled from this announcement. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
