Advantage SCI is looking for a uniquely skilled and experienced Analyst to support a DoD customer. In this position, the skilled analyst will develop a holistic force protection program assessment of installation infrastructure, installed technology, policy compliance, manning, training, and security force equipment using historical and forecasting data. This position is located at Advantage SCI Headquarters in Old Town Alexandria, VA during normal business hours of 7:30 AM – 5:00 PM EST.
The ideal candidate will establish a quantitative evaluation mechanism to measure installation physical security defense in-depth (DiD) capability along with corresponding capability and risk.
The mechanism will provide consistency of reporting, proper resourcing, billet prioritization and utilization to include future year Mission Profile Validation-Protection (MPV-P) reviews, POM submissions and validating SF “ready for tasking.”
The mechanism/ tool must measure the totality of the installations’ capability to conduct DiD as it relates to specified threats against a metric of a defined whole.
Input to the model will include an evaluation of infrastructure, security equipment, SF Certification process, Mission Assurance Assessment (MAA) reports, and results of the Exercise Program (XP). The output of this model will produce a snapshot for assessing capability, vulnerability, and risk.
The candidate must be able to simplify, standardize, improve efficiency, reduce subjectivity, and modernize annual risk assessments at all by establishing a quantitative systems approach to risk assessments.
Required Experience:
Experience Required:
5-years of directly related experience; BA or BS degree
U.S. Citizen and current SECRET clearance
Knowledge of CNIC development practices, and command intent
Knowledge of operations, policies and procedures (DoD/Navy knowledge preferable)
Knowledge and experience working with CNIC NMETS and other standard metrics.
Experience in Navy programming, planning, budgeting, and execution (PPBE) process.
Knowledge of DoD Joint Base standards, policies and budgeting.
Knowledge of federal and DoD personnel costing (e.g. fringe rates, programming rates, etc.)
Proficiency in the use of Microsoft Office Suite (Excel, Word, PowerPoint, and Access)
Possess excellent organizational skills and the ability to manage electronic documents and images using a multitude of applications.
Knowledge of the utilization of SharePoint services; and various web enabled CNIC approved Business Applications
Experience in creation of graphs and diagrams, presentation preparation and formal technical writing (e.g., briefs, EXSUMs, reports, and articles for publication).
Specific Skills Required:
Experience in conducting mission requirement analysis and experience in the development of manpower utilization data sets.
Detailed knowledge of CNIC N3 Anti-terrorism/Force Protection and Emergency Management program recent history and future requirements.
Experience working with CNIC N-Codes and relevant stakeholders supporting program management and analysis.
Experience collaborating with financial, manpower, programmatic, and operational support personnel.
Communicate accurately and consistently in all types of communication.
PREFERRED Qualifications include Institute for Operations Research and Management Science Certified Analytics Professional individual(s) with experience in applying Design Thinking methods.
