Patent and Trademark Office Management And Program Analyst in Alexandria, Virginia

This position is located in the Patent Issuance and Systems Division (PISD) under the Office of Data Management (ODM). PISD is responsible for managing and overseeing the daily operations, performing quality review, establishing short and long term goals and objectives, and directing in depth analysis for improving work functions and systems. Responsibilities The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. Major Duties for this position include: You're a strategic thinker who is able to conduct studies and detailed analyses of administrative and management functions and work processes, analyzing findings and making recommendations. You're a problem solver who can recommend modifications to correct administrative operational deficiency, to streamline processes and/or improve the efficiency and effectiveness of the office. You're detail oriented and can prepare clear, concise reports to include graphs, charts, and management statistics to describe data collection techniques, processes used and recommendations. You enjoy learning about the regulations, programs, missions and pertinent laws, regulations and policies related to program/operations to consider their impact on the programs. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a for this position, the next lower grade level is a GS-12. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Experience in conducting project management and analysis to support the design, planning, refining systems while ensuring alignment with operational objectives. Experience conducting comprehensive evaluation of workflow to identify deficiencies and streamline operations. Experience in recommending and implementing process improvements by delivering presentations, conducting stakeholder training, and introducing updates to existing systems, processes and policies. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. NOTE: There is no substitution of education for specialized experience at the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
