U.S. Coast Guard IT Cybersecurity Manager (PLYPLN/INFOSEC), GS-2210- 15 in Alexandria, Virginia

Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Operations, CG Investigative Service, Alexandria, VA Responsibilities You will serve as the Criminal Justice Information Services (CJIS) Systems Officer for the USCG managing, directing, supervising and independently performing Information Technology (IT) analytical and administrative work related to establishing and maintaining all Criminal Justice systems and interfaces required to complete CGIS’ mission, while maintaining partnerships and liaisons with Department of Justice, Department of Defense, DHS, and other government agencies and industry in an effort to shape policy and standards that facilitate capabilities and interoperability for operating systems, infrastructure, or mission support systems. Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Performing a wide range of IT management activities to include strategic planning, portfolio management, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, and information security management. Managing USCG-wide IT portfolios and/or related IT programs; assisting other organizations in developing business cases including establishing IT performance metrics and anticipated total cost of ownership; identifying and interpreting relevant information including industry standards and practices; developing alternative approaches to addressing issues; recommending solutions; and leading the implementation of management decisions. Evaluating the impact of changes in business needs on current policy; managing communities of interest involved in the development and implementation of workable approaches to IT architecture, capital investment planning, e-Government, and other IT-related legislative and policy initiatives; and working with other departments to establish priorities for IT investments. Monitoring and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of CJIS systems and respective handling of criminal justice information, critical infrastructure, mission essential systems, high value assets, or other USCG information systems. Performing as the Information System Owner to comply with cyber and information security regulations and policies. Planning, organizing, assigning, directing, and reviewing the work required of subordinate-level staff; facilitating the planning, coordination, and direction of technical work of others involved in the successful accomplishment of the Component mission. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. Qualifications To qualify at the GS-15 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-14 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: Analyzing trends in cybersecurity to determine systemic issues and underlying causal factors; Planning and conducting cybersecurity assessments and network penetration testing to develop and improve cybersecurity programs to meet current and future mission needs. Briefing top level agency security and subject-matter managers on new developments and advanced insecurity techniques and recommend methods for enhancing efficiency of security systems through modifications and applications of evolving technology; Managing a portfolio of information technology systems and capabilities; In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the four BASIC COMPETENCIES listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.
