Patent and Trademark Office Human Resources Specialist (Classification/Recruitment and Placement) in Alexandria, Virginia

This rewarding opportunity is the ideal next career step for you if: You enjoy coding and processing SF-52s, personnel action requests and all documentation relative to entrance-on-duty (EOD) using the appropriate Human Resources Information Systems. Prepare recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates. You're committed to determining eligibility and qualifications, and facilitate rating processes. You enjoy providing consultative advice in the areas of recruitment, placement, position classification, and position management in line with the Strategic Human Capital Plan (SHCP) of the USPTO, OHR, and Business Units. You're committed to participating in special assignments in the classification and staffing areas such as delegated examining audits and/or data cleanup efforts. You enjoy preparing and presenting reports and briefings on assigned organization/unit status and/or recommended actions to appropriate individuals. The physical worksite for this position is located in Alexandria, VA. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. REMOTE WORK: Remote work will be considered on a case by case basis. The duty station is the authorized telework location (typically your home address) and locality pay is adjusted appropriately. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-12 For this position, the next lower grade level is a GS-11. Specialized experience for this position includes: Experience interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services on recruitment and placement strategies; Experience in reviewing, coding and processing personnel actions; Experience in organizational design, position management, restructuring, and pay/compensation integration; and Experience in participating on a project team involving HR operational process change and improvements. GS-13 For this position, the next lower grade level is a GS-12. Specialized experience for this position includes: Experience interpreting and applying human resources staffing and recruitment and classification principles, practices, laws, and regulations in order to provide advisory services on recruitment and placement strategies; Experience serving as a subject matter expert providing advisory services in recruitment and placement and classification strategies; Experience in serving as a quality reviewer in coding and processing personnel actions; and Experience in organizational design, position management, restructuring, and pay/compensation integration within an organization; and Experience in leading a project team involving HR operational process change and improvements. It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DEU certificate must be submitted with application if currently certified). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may not be substituted at the GS-12 and GS-13 grade levels.
