Responsibilities This Position is located in the Office of Patent Financial Management (OPFM). OPFM is responsible for managing and overseeing Patent program-specific budget, financial management, travel and acquisition support to the program areas reporting to the Commissioner of patents. The physical worksite for this position is located in Alexandria, Virginia?. This position is telework eligible per agency and business unit discretion/policy. Major duties for this position include: Serves as senior acquisitions point of contact on broad resources, contracting and acquisitions policies, directives, and procedures. Provides recommendations to senior leadership on short-term and long-range acquisition program activities. Provides technical advice and insight for resources, strategic planning, and assigned studies. Evaluates resources performance and ensures all required items, documentation, data, and/or reports are submitted as required. OPM Qualifications Standards are available at OPM Website Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: Applicants must have one (1) year (52 weeks) of specialized experience equivalent to at least the GS-12 level. Specialized experience for this position includes: Experience applying various types of Federal Acquisition Regulations (FAR), acquisition techniques, contracting methods, contract negotiation strategies, and contract administration. Experience performing COR duties for projects of significant complexity and/or high visibility, coordinating, and managing significant projects and resources. Experience monitoring, inspecting and accepting goods and services and evaluating contractor performance. In addition to meeting specialized experience: SELECTIVE PLACEMENT FACTOR: Must be FAC-COR Level III Certified AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement. Additional Information TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
