National Nuclear Security Administration Supervisory General Engineer/Physical Scientist in Albuquerque, New Mexico
Summary The incumbent serves as the Deputy Assistant Deputy Administrator (Supervisory General Engineer/Physical Scientist) in the Office of Stockpile Sustainment (NA-122). This office maintains, assesses, and evaluates the safety, reliability, and performance of the U.S. nuclear weapon stockpile. The position works with the Assistant Deputy Administrator of Stockpile Sustainment to manage performance and execution of programs across subordinate divisions and the NNSA laboratories, plants, and sites. Responsibilities As a Supervisory General Engineer/Physical Scientist you will: Support the Assistant Deputy Administrator (ADA), Office of Stockpile Sustainment (NA-122) in accomplishing the mission and functions of the office by supervising the work of the NA-122 staff, providing technical and/or administrative direction to four subordinate supervisory division directors and support staff. Conduct special studies, evaluations, and briefings to assist in the decision-making process, and undertake other activities as assigned, such as preparation of status, progress, and special analytical reports; preparation and presentation of management briefings; and development of testimony and documentation for use by senior executives. Direct near and long-term planning for nuclear weapons development, production, maintenance, surveillance, surety, refurbishment, modification, retirement, and dismantlement; develops program performance measures and progress evaluation; manages oversight, policy direction, and guidance. Serve as a Senior Technical Advisor for stockpile surveillance across the nuclear security enterprise and for authorization basis activities related to nuclear explosive operations. Coordinate weapon program activities with the Department of Defense, other DOE/NNSA elements, other government and non-government agencies, U.S. allies, and senior management of the contractors operating the nuclear weapon complex's laboratories, plants, and sites. Qualifications A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. EN/NN-04 or GS-15. Specialized Experience for this position is defined as experience conducting at least 3 of the following activities: 1. Demonstrated and proven ability to accomplish work through others by setting objectives, determining priorities, delegating work, and holding others accountable for measurable high quality, timely, and cost-effective results. 2. Utilizing program management and/or system engineering principles to develop and manage an interdisciplinary project. 3. Comprehensive knowledge of nuclear weapon stockpile evaluation and surveillance principles and practices. 4. Comprehensive knowledge of the nuclear weapons program organization, objectives, activities and key events, and relationships with site offices, DOE/NNSA national laboratories and plants, the Department of Defense (DoD), and other Government entities. 5. Comprehensive knowledge of nuclear explosive safety (NES) principles, procedures, and associated policies. Your application and resume should demonstrate that you possess the following competencies. Education All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series. Transcripts or other proof of required education MUST be included in application package. 801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Please refer to the OPM Qualification Standards at Professional Engineering Positions. 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
