Summary About the Position: This is a developmental position. At the full performance you will be responsible for determination, selection and application of correct work methods and techniques for accomplishment of all assignments. Responsibilities At the full performance you will: Develop and prepare specifications and portions of technical provisions for hired labor dredging, clearing and grubbing, snagging, revetment, Military, Civil, and Support for Others type facilities. Prepare and writes amendments to specifications as required. Review technical provisions of specifications for construction and maintenance of Civil Works, Military, and Support for Others projects prepared by either AE's or specialized engineers. Coordinate details of specifications with engineers checking for discrepancies and ambiguities, making corrections where appropriate. Provide technical advice to in-house staff, Project Managers and A-E contractors on use of guide specifications, and proper formats for plans and specifications. Perform technical work requiring the exercise of originality, interpretation, initiative, and practical judgment in the application and adaptation of standardized and empirical engineering techniques and methods. GS-07 Specialized Experience: One year of specialized experience which includes assisting in the interpretation of plans & specifications and identifying inconsistencies or discrepancies in technical data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). -OR- Education: One full year of graduate level education in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study. (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience which includes using computer programs such as Computer Aided Design and Drafting Programs (CADD), database and data entry software and Geographic Information System (GIS) software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). -OR- Education: One and a half years of graduate level education (i.e., 27 semester hours) in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes developing plans and specifications for engineering related contracts; and utilizing programs such as Microsoft Word and Excel software to create spreadsheets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-10 Specialized Experience: One year of specialized experience which includes drafting plans and specifications for project; and using program such as Adobe Acrobat Pro and Distiller to edit files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11 Specialized Experience: One year of specialized experience which includes creating plans and specifications for construction contracts; reviewing project plans and specifications for discrepancies; and using programs such as NASA SpecsIntact, to edit plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
