Duties Description The Training Specialist 1 will be assigned to the Office of Human Resources Management’s Training Unit. Under general supervision, the incumbent will perform tasks associated with the training and development of the Department of Public Service’s employees. These tasks include, but are not limited to:• Designing and developing curricula and training materials to address unique agency needs and requirements, by reviewing agency programs and by discussing staff and program requirements with program managers.• Presenting training on a wide variety of topics and programs using targeted training methods, equipment, and media including web-based online learning in an e-learning software authoring tool.• Preparing proposals for training programs utilizing funds provided for in State and employee agreements, and for Managerial/Confidential training.• Presenting training courses by obtaining outside instructors or personally conducting courses and selecting audiovisual teaching aids.• Preparing lesson plans for those courses conducted personally.• Informing employees and program managers of available training and educational opportunities.• Disseminating training announcements and information concerning educational opportunities. • Arranging for Webinars and Teleseminars on technical topics related to the Agency’s critical mission.• Updating training manuals with the assistance of supervisors.• Providing specific information and registration assistance for those employees who may have a direct interest in a training course. • Maintaining web-based learning management system to track registrations, course completions, record compliance, and analyze training needs.• Selecting employees for training courses and educational opportunities based on relevance of courses to employee’s work, budgetary restraints, and class size.• Working with the Personnel section of Human Resources Management when needed on special projects that support employee development.

Minimum Qualifications General PublicNon-Competitive (NY HELPS):For appointment to a Training Specialist Trainee 1, you must have a bachelor’s or higher degree.For appointment to a Training Specialist Trainee 2, you must have a bachelor’s or higher degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.For appointment to a Training Specialist 1, Grade 18, you must have a bachelor’s or higher degree AND two years of professional experience as stated above OR a master's or higher degree in a related field AND one year of professional experience as stated above.55-b/c:Candidates who are currently eligible, who meet the qualifications listed in the “Non-Competitive (NY HELPS)” section above are encouraged to apply. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
