Summary

The Bureau of Adult Special Populations (BASP) strives to support some of Medicaid’s most complex enrollees including those with serious mental illness; substance use disorder; brain injuries; physical, intellectual and developmental disabilities; and/or, previous carceral experience, to achieve maximum health, independence, and quality of life. Governor Hochul has announced her desire to break down the silos that exist in the healthcare landscape that hinder communication and collaboration between physical health, mental health, and substance use disorder specialists. In order to support whole person care, the BASP has launched an Integrated Care initiative which will support the integration of physical and behavioral healthcare throughout New York’s Medicaid landscape. In collaboration with leadership at the Office of Mental Health (OMH), the Office of Addiction Services and Supports (OASAS), the Office for People with Developmental Disabilities (OPWDD) and other stakeholders, the BASP will design, implement, and monitor these initiatives.

The BASP is seeking a passionate Senior Healthcare Specialist to support the team in its mission and goals. This position reports to the Integrated Care Team Lead.

Specific responsibilities include:

  • Supporting the Integrated Care Team Lead in planning, preparing for, coordinating, and participating in inter-agency work group meetings as well as meetings with providers and other stakeholders to better understand and evolve the integrated care landscape.

  • Assisting Bureau Director, Medicaid Program Manager, and Integrated Care Team Lead in designing, drafting, and implementing NYS budget initiatives, as well as Medicaid policy, regulations, and guidance.

  • Assisting team leads in the analysis and understanding of cross-agency physical and behavioral health programs, policies, legislation, and initiatives within New York and across the country that impact individuals with mental health, substance use, and disability diagnoses.

  • Gaining a thorough knowledge of Medicaid and Medicaid Managed Care billing procedures and policies as they pertain to integrated care programming

  • Obtaining an understanding of Medicaid payors and how they manage integrated care payment.

  • Preparing memoranda, PowerPoints, meeting minutes, and other documents as necessary.

  • Editing draft guidance, regulations, meeting materials, provider communications, budget proposals and other documents.

  • Submitting data requests to the Data Division within the Office of Health Insurance Programs (OHIP).

  • Working with team lead and others to develop and analyze fiscals, data on medical and behavioral health services, and diagnoses.

  • Providing technical assistance to providers, advocates, and government agencies.

  • Assisting Bureau Director, Medicaid Program Manager, and Integrated Care Team Lead in designing, drafting, and implementing NYS budget initiatives, as well as Medicaid policy, regulations, and guidance.

  • Serving as a sounding board and collaborator to the entire BASP team on how to achieve the Bureau’s mission and goals.

Minimum Qualifications:

  • Bachelors Degree

  • 6 years of experience in public health, healthcare, insurance, policy, Medicaid programming, social work, or a related field.

Preferred Qualifications:

  • Passion for serving vulnerable populations, especially those with mental health or behavioral health or intellectual or developmental diagnoses/disabilities/issues.

  • Motivated self-starter willing to learn the skills and knowledge needed to support the Integrated Care initiative.

  • Experience with Medicaid populations, and public policy, providers, or programs in the healthcare field.

  • Understanding of Medicaid payment, billing, and Managed Care.

  • Experience with thinking critically about data and data analysis.

  • Strong writing and communication skills, anda high level of cultural competency and interpersonal skills in order to work with both governmental and non-governmental agencies.

*Employees must follow established work schedules. The usual work schedule is 37.5 hours per week, Monday through Friday. Normal work hours are 8:00 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 37.5 hours per week.

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
