Minimum Qualifications Bachelor’s degree in epidemiology, public health, biology, infection control, statistics/biostatistics, biomedical science, environmental health, environmental science or a closely related degree and four years of professional post-degree scientific research experience in epidemiology or related field; or a Master’s degree in one of the above mentioned fields and three years of post-degree professional scientific research in epidemiology or related field; or a Doctorate in one of the above mentioned fields and one year of post-degree professional scientific research in epidemiology or a related field.Preferred Qualifications: Master's degree in Public Health or related field and four years of experience in professional scientific public health research, surveillance or evaluation; or a doctorate in Public Health or related field and two years of experience in professional scientific public health research, surveillance or evaluation; experience in grant application development and management. Proficiency in the use of data analysis, database and statistical software, interpretation and dissemination of data for scientific research activities for varied audiences. Experience with analyzing large public health data. Intermediate or advanced proficiency using SAS for scientific research activities, including proficient use of SAS BASE, SQL, GRAPH, STAT, ODS, MACRO, Tableau. Advanced proficiency in Microsoft Office.

Duties Description Responsibility 1: Develop the Pregnancy Risk Assessment Monitoring System (PRAMS) scientific research plans, grant applications and Institutional Review Board (IRB) approval applications (25%) Illustrative Tasks: • Develop NYS Department of Health PRAMS Program scientific research plans to support statewide maternal and child health data needs, and grant applications in response to the Centers for Disease Control and Prevention (CDC) PRAMS Request for Applications; • Prepare CDC annual renewal applications (e.g., interim progress reports and continuation applications); • Apply for and obtain IRB approvals, inform IRB of procedural changes and other revisions, and obtain annual continuation approvals; and • Participate in CDC research team meetings, site visits, training programs, and workshops. Responsibility 2: Implement research activities including designing and improving research topics and protocols, directing and managing PRAMS staff, data collection for the selected samples, budget and other administrative operations (20%) Illustrative Tasks: • Oversee the development of the state’s questionnaire and protocol including direction of an internal working group for the development and selection of state-specific questions, and oversee and perform the pretesting of state-developed questions; • Oversee sampling procedures and ensure that monthly samples are prepared in a timely manner, and ensure that annual birth file is sent to CDC in a timely manner; • Oversee data collection and management procedures including mailing and interview procedures; • Develop a high level of proficiency with all PRAMS software, including PIDS, the PRAMS Integrated Data Collection System, and PRAMStat; • Oversee general management of PRAMS operational budgets; and • Train and supervise PRAMS research staff, including telephone interviewer training, PIDS training, and human subjects training. Responsibility 3: Develop analysis and dissemination plans, conduct statistical analyses of collected data and interpretation of results, develop various reports and peered-review manuscripts to support maternal and child health initiatives; prepare PRAMS data, maintain and expand the PRAMS public-facing dashboard, support surveillance activities to assess population health and evaluate impacts of public health interventions and services including New York State Title V: the maternal and child health block grant (40%) Illustrative Tasks: • Work with internal and external partners to develop a state analysis plan to support Maternal and Child Health data needs in NYS; • Align analysis plans with key state initiatives including the Prevention Agenda and other Maternal and Child Health initiatives: • Organize relevant analytic workgroups to develop reports and data products including Data to Action reports, presentations, and professional manuscripts; • Coordinate with NYC PRAMS program to produce statewide dataset; and • Use SAS and Tableau to update and expand components of the PRAMS surveillance website and PRAMS dashboard that are tailored to major stakeholder’s needs and assist with assessment of burden; identification of populations with large disparities; targeting of interventions; and evaluating progress. Responsibility 4: Coordinate with statewide partners, provide technical assistance, respond to data requests (15%) Illustrative Tasks: • Act as the liaison between New York State (including the Project Director and the Steering Committee) and CDC in matters that relate to PRAMS on an ongoing basis; • Organize the Steering Committee and convene and attend meetings; • Present as necessary to Maternal and Child Health partners to support programmatic goals and major strategy implementations; • Responds to PRAMS data requests including those from internal DOH and outside researchers; and • Provide technical assistance for the use of data in planning and evaluating interventions and services.
