Duties Description The Project Manager 2 will apply specialized knowledge, skills, tools and techniques to direct and coordinate human and material resources at all phases of a project -- origination, initiation, planning, execution and control, and closeout. The Project Manager 2 will balance competing demands and mitigate risks to ensure the delivery of an acceptable product to stakeholders that is within budget, scope, time, and quality standards.The person selected for this position will develop project management plans and documents to coordinate and support the activities of Division Administration. The Project Manager 2 will participate in reviewing project proposals and plans to define scope statements and will document project requirements. The Project Manager 2 will determine project start and end dates and establish critical milestones within the project schedule. The Project Manager 2 will record and report schedule progress and project expenditures, compile project reports and communicate project status. The Project Manager 2 must have the ability to manage numerous, concurrent complex projects across the state.The Project Manager 2 will be responsible for stakeholder interactions and will coordinate the activities to ensure that the project objectives are met and may lead or facilitate project meetings. The person selected for this position may oversee the development of requests for proposals (RFP) and will prepare project portfolio reports.The Project Manager 2 will draft written communications to include the preparation of narrative and tabular reports, letters, forms, policies, workplans, and procedures of varying complexity and length and will require a strong understanding of agency policies and procedures.DUTIESDevelops project management plans and documents to coordinate and support the activities of Division Administration.Participates in reviewing project proposals and plans to define scope statements, and documents project requirements.Determines project start and end dates and establishes critical milestones within the project schedule.Coordinates activities with other sections within Division for assigned projects.Records and reports schedule progress and project expenditures.Records quality metrics concerning projects and product performance.Compiles project reports and communicates project status.Interacts with stakeholders and coordinates the activities of involved parties to ensure project objectives are met and may lead or facilitate project meetings.Designs, develops and/or refines templates to support project management.May oversee the development of requests for proposals (RFP).Organizes and maintains a project management library, project tools repository, or a project management website.Serves as an agency subject matter expert in Project Management and advises on all facets of ongoing Administration projects.Acts as a liaison between Division and other New York State Agencies for coordination related to assigned projects.Acts as a liaison between Division and outside entities, vendors, and contractors for coordination related to assigned projects.Serves as point of contact for Division executives and Finance staff regarding Administration projects.

Minimum Qualifications Bachelor's degree and three years of professional experience* in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.OROne (1) year of permanent service as a Project Manager 1.*Substitutions: current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM)substitutes for two years of the required experience; or current certification from the Project Management Institute as a ProjectManagement Professional (PMP) substitutes for three years of the required experience.
