Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Project Manager 5, SG-29, within the Information Technology Services Dedicated Support Division, Office of General Services, the Project Manager 1, SG-18, will oversee and manage high-profile projects impacting statewide users, and initiatives impacting Human Resources and other administrative systems. Specific duties include, but are not limited to:• Assist with creating new or maintain existing project management plans and documentation to coordinate and support the activities of a project team. • Prepare or review project proposals or plans to define basic scope statements and document project high-level requirements. • Assist or develop the project schedule, including project start and end dates and critical project milestones.• Maintain project records and reports progress against established schedule and project resource expenditures.• Prepare quality metrics concerning the project performance.• Prepare project status reports and communicates project status.• Communicate with stakeholders and coordinate the project team activities to ensure project objectives are met. • Design, develop, and/or refine project management templates.• Prepare project portfolio or project inventory products and reports.• Create and maintain a shared project management artifact repository.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Project Manager 1 OR in a position at G-16 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.Qualifications for Project Manager Trainee 1, NS:Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher who have standing on the PCO or PMI eligible lists, or who have a bachelor’s degree and are active on the PATT eligible list may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.Qualifications Project Manager Trainee 2, NS:Either: One year of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; ORA master's or higher degree ORCurrent certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); ORCurrent certification from the Project Management Institute as a Project Management Professional (PMP).NY HELPS Minimum QualificationsA bachelor's degree and two years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
