Minimum Qualifications A Bachelor’s degree and 5 years of experience in healthcare administration or a related field; OR an Associate’s degree and 7 years of such experience; OR 9 years of such experience. Two years of such experience must be at the supervisory level. A Master’s degree may substitute for one year of non-experience. A Master’s degree may substitute for one year of experience. Preferred Qualifications: • Extensive experience with Medicaid enrollment and eligibility systems, including the Medicaid Data Warehouse, eMedNY, New York State of Health, and Welfare Management System;• knowledge of the Medicaid Managed Care benefit package, including consumer- focused service access issues;• experience with a Medicaid Managed Care project implementation; and• experience with assembling and engaging a multi-agency workgroup composed of appropriate subject-area staff.

Duties Description The incumbent will support the work of two units within the Bureau of Program Implementation and Enrollment. This position will lead the implementation of MRT II initiatives including but not limited to: implementing program changes and initiatives within the new 1115 Waiver for Medicaid Managed Care, including the execution of Social Care Networks, designing and promoting integrated care for Medicaid members who are dually eligible for Medicare and Medicaid (dual eligible members or duals), serve as a MMC subject matter expert (SME) for project design planning for Medicaid Eligibility and Client Management System (MECM) which will be migrating well duals out of NYSOH and into the new MECM, modification of benefit eligibility criteria, enactment of administrative benefit reforms, identification and implementation of comprehensive systems reforms and corresponding efficiencies and identifying and drafting of required statutory and /or regulatory changes. This position will oversee Bureau work related to the “unwinding” of the Public Health Emergency. Specific duties as assigned are: Creating detailed project plans, including timelines; Establishing project milestones and job aid documents; Leading stakeholder groups to effectively implement required program changes;Developing recommendations for management review;Drafting policies and procedures, and overseeing dissemination; Ensuring compliance with all applicable laws and regulations; Establishing and carrying out a plan for monitoring managed care systems initiatives post-implementation for a defined transition period; and Supporting the staff assigned to the systems analysis and reporting and systems operations units.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
