Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.*Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.

Duties Description Under the supervision of the Program Analyst 3 (Cannabis), the incumbent of this position will apply analytical findings of regulatory deviations to onsite inspections, auditing, and performing a full range of compliance duties for the region assigned (Albany/Buffalo/NYC). The Program Analyst 2 (Cannabis) position will coordinate and perform licensee inspection of physical facilities, monitor adherence to program regulations, development of guidance documents and statement of findings and other duties, based on the unit’s analytical findings, to ensure licensees are complying with public health and safety best practices.Duties:• Serve as subject matter expert.• Oversee data gathering/compiling, analysis, and evaluation; conduct more in-depth analyses where needed based on the data analysis of compliance staff.• Review and approve standard operating procedures, checklists, and other documents pertaining to the cultivation, processing, manufacture, distribution, transport, dispensing, delivery, and sale of cannabis.• Take the lead in implementing new regulations, legislation, and work process improvement initiatives with compliance staff.• Review enacted legislation to determine the impact on unit operations and meets with management to determine needed changes and solutions for implementation.• Assess the statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and review for accuracy for data related to medical and AU cannabis licensees.• Conduct research and make recommendations on statewide cannabis policy on a legislative level, as well as across entity types; collaborate with OCM management to implement legislative and regulatory amendments and process improvement initiatives.• Serve as team lead in internal audits and internal control procedures.• Collaborate with staff on the review of documentation related to seed to sale (inventory and supply chain management) for discrepancies as well as review of documents submitted per Office request.• Compile data from multiple sources and prepare reports for presentation to the unit director, OCM management, and the executive team.• Develop tools and resources that reflect the most current and innovative information on methods for reducing cannabis related harm including brochures, fact sheets, manuals, posters, training curricula, videos, bulletins, and podcasts that span all aspects of public health and harm reduction for medical, adult-use and cannabinoid hemp.• Review inspection findings from on-site inspections performed by compliance staff prior to being sent to licensee; review and escalate any critical findings to executive staff.• Work with staff to analyze complex data/information.• Work with other State agencies, such as the Department of Environmental Conservation, Department of Agriculture and Markets, Department of Tax and Finance, Department of Health and Division of the Budget, on issues related to cultivation, manufacturing, distribution, transporting, dispensing, and selling of cannabis.• Perform full range of supervisory responsibilities.
