Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Grade 23 or above and eligible for transfer under Section 70.1* of the NYS Civil Service Law. *All transfer candidates are required to have a NYS Professional Engineer’s license with current registration. NY HELPS Qualifications: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description When required, perform level 1 load ratings of bridges undergoing rehabilitation or replacement in the Contract Program. Perform and/or oversee level 1 load ratings on all large structures. The Authority owns and maintains the following ten large structures (all large mainline truss or cable stay bridges): • Mario M. Cuomo Bridges (2) (Tappan Zee) • Catskill • Kaaterskill • Castleton • Normanskill • Grand Island Bridges (4) Perform, QC and QA Level 2 inhouse load rating by creating, managing, or updating the xml files (200+ annually) using VIRTIS and BDIS. Produce Level 2 cover page (for inspection report) and summary sheet (for BIN folders). Upload all updated xml files into the NYSDOT system for Federal submission. Provide training to Load Rating QC and QA engineers, in-house and consultant TLs and ATLs as needed. Assist HQ Bridge Inspection Unit in processing Special Hauling Permits. This includes evaluating the load effect of overweight vehicles crossing bridges on our mainline and overhead structures. Evaluate and respond to Bridge Safety Inspection Engineers (BSIE’s) and Division Bridge Engineers (DBE's) requests for Load Analyses to determine the loss of load carrying capacity because of additional overlays placed on structures. Evaluate extent of damage to structural members damaged by vehicle impacts. Fascia and/or interior girders can be modified to reflect the loss of section due to damage and the effect on the load carrying capacity of the superstructure. Engineering judgment and familiarity with the Level 2 Load Rating program is required. Perform, QC and QA on remaining fatigue life analyses for special emphasis inspection details, using current NYSDOT MathCad. Perform level 1 or level 2 load ratings due to installation of utility lines (gas, water, electrical, sewer, etc.) that may be added to fascia or interior girders. Perform load rating for any bridges that may require load posting. Manage the Consultants performing Level 2 Load Ratings for the bridge inspection program. This involves addressing any questions and checking the progress of their work throughout the year. Perform data entry or QC review of Level 2 load ratings entered into BDIS. Other infrastructure inspection related tasks and analysis, as needed and/or requested by Supervisor

This is a NYS Thruway Authority Unit 2 CSEA position:Health Insurance and Prescription Drug Coverage.Dental and Vision Coverage.13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.Vacation, Sick and Personal Accruals.Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period.? Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually. Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits. Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.? Longevity pay has a positive impact on retirement. Employees are paid bi-weekly, with no lag time.
