Duties Description Under the direction of the Mapping Technologist 2, the Mapping Technologist 1, is responsible for ensuring geospatial data and analysis projects are completed according to agency standard and meet agency business needs. The incumbent assists in identifying geospatial data and analysis needs, gathering and integrating data on processes and patterns, managing and analyzing large datasets, and creating products to support data informed decision making in disasters and emergencies. Duties include but are not limited to the following:• Provide analytical support for OEM programs, projects, and initiatives.• Meet with programs to determine needs based on data and project requirements and drafts scopes of work. • Participate in planning efforts to identify long and short-term challenges; exploring new solutions for issues that arise and identify best practices for the agency and its programs.• Research new data sources and analytical tools and recommend solutions. • Gather, analyze and visualize data to help the agency make more informed decisions.• Conducts research and development activities and system support for new technical applications, automated functions, and equipment.• Edits mapping design files as needed and correct features as required.• Updates mapping web pages and other mapping related information sources, for internal and/or public use.• Adds new mapping projects to the appropriate mapping index/database/project log file.• Assists in the development and documentation of policies, procedures, specifications, and standards to achieve highly accurate and quality mapping products in the most efficient manner.• Revises procedures to remain consistent with current software in use.• Reviews mapping design files produced in-house or by contract vendors and verifies that all features within the photographed or mapped area have been compiled.• Edits mapping design files as needed and correct features as required• Develop deliverables and analytical analysis for management view.• Assists higher-level Mapping Technologists with responsibility for portions of more complex automated projects, project management of computer-based cartographic information, and development and maintenance of computer-based cartographic information systems.• Perform other duties as assigned in support of the agency’s mission or other program areas. • Travel may be required, up to 20%.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor's degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry, and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying.Transfer Qualifications:Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as a Mapping Technologist 1 and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: Employees on the Civil Service eligible list will be considered and should not respond to this posting. If you are on the eligible list and not reachable, you may be eligible for transfer. Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
