Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Manager Information Technology Services 2. Under the direction of the Project Director, the Manager Information Technology Services 2 will serve as the Technical Architect for the State Longitudinal Data System (SLDS) project. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to: • Designs and implements cloud-based architecture for the SLDS to ensure scalability, reliability, and security as well as long-term state SLDS goals; • Collaborates with stakeholders to understand requirements and translate requirements into technical terms; • Develops technical cloud infrastructure diagrams, identifying all service components, including cloud data storage, data transmission, ETL functionalities, and security auditing; • Identifies and selects the appropriate cloud services and technologies to meet SLDS need; • Assists with procurement materials for selected cloud services and technologies; • Oversees the integration of data sources into the SLDS to ensure data quality and consistency, including overseeing data cleansing and business rule standardization; • Implements data governance business rules and security measures to protect sensitive data, including student PII, in compliance with state security regulations; • Develops disaster recovery and backup strategies to ensure data availability and continuity; • Develops optimization strategies and implements performance and cost-savings efficiencies within the SLDS infrastructure; • Develops monitoring and auditing standards and guidance for access through permissions-based access and authorization to SLDS; • Provides technical guidance and support to the SLDS team and assists with troubleshooting, problem-solving solutions, and sees issues through to resolution; • Keeps abreast of emerging cloud technologies and best practices to continuously improve the SLDS architecture; • Collaborates with other program offices and state agencies to ensure alignment with overall organizational goals and state SLDS goals and strategies; and • Manages all SLDS technical work using NYSED IT system tools, such as Atlassian Jira and Confluence.
