Minimum Qualifications Qualifications• Five years of experience in internal controls or internal auditing in a public or private sector organization.• Bachelor’s degree in business or public administration, accounting, finance or a related field.• Experience as an Internal Control Officer or in a process/project management role is preferred. • Knowledge of New York State Public Authority Laws, specifically, the internal control responsibilities of public authorities of the State of New York and the New York State Internal Control Act. • Knowledge of federal and state regulations pertaining to audit requirements, internal controls and prevention of fraud, waste, or abuse.• Familiarity with public authority governance laws, regulations and principles.• Demonstrated track record of performance and achievement in a cross-functional environment.• Strong communication skills, both written and verbal.• Strong organizational and project management skills, including the ability to plan and manage multiple tasks and deadlines.• Effective training, collaboration, and presentation abilities.• Ability to understand and communicate the laws, regulations, policies, procedures, and guidelines related to internal controls, fraud, waste, and abuse preventions.• Objective judgment and independent decision-making.• Ability to work under minimal supervision with a proactive approach. • Well-developed analytic and problem-solving skills.• High proficiency with Office 365 applications and ability to use analytical software.• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered, as determined by the Corporation.

Duties Description Position DescriptionThe Internal Control Officer reports to the Director of Administration & Corporate Operations and is primarily responsible for the design, implementation, and management of EFC’s internal control program and policies and procedures manual. Essential Duties• Plan, organize and execute an internal control program that implements a process to review and evaluate risk in terms of likelihood and impact, and effectively inserts control activities in the daily objectives throughout the Corporation. • Develop and manage a process for regular testing of internal controls to ensure that functions are appropriately reviewed, and their effectiveness is assessed regularly.• Monitor the implementation of corrective actions that are identified to strengthen existing controls, add new controls and/or improve work processes.• Ensure the timely completion of the Internal Control Summary and Certification. • Prepare information on high-risk functions, corrective actions, and testing performed during the review cycle as part of EFC’s Internal Control program. • Ensure that internal controls reporting is documented and maintained.• Implement continuous education and training to ensure staff have adequate awareness and understanding of internal control standards, evaluation techniques, and best practices.• Stay current with applicable Federal and New York State internal control standards and guidance, public authority regulations, and industry standard methodologies.• Monitor and evaluate compliance with existing policies and procedures, identifying exceptions and deficiencies, and propose necessary modifications and/or new policies and procedures.Working Conditions and Physical AbilitiesWork is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.
